- ** THE PURPOSE OF THIS AMENDMENT is to reopen the solicitation and revise the bid due date. In addition, two clauses are added: Clause 52.222-42 Statement of Equivalent Rates for Federal Hires (May 1989) and clause 52.208-9 Contractor Use of Mandatory Sources of Supply or Services (Oct 2008). The revised bid due date and time if 4:00 p.m. on Thursday, 15 May 2014. All other terms and conditions remain the same. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Virginia Army National Guard is soliciting offers for catering services for the Recruiting and Retention(R&R) at Fort Pickett, Blackstone, Virginia. This procurement is issued as a Small Business set-aside under the NAICS 722320 with a small business size standard of $7.0 million. A firm fixed price contract will be awarded for one base period of five months with three six-month option periods for a total of 23 months. Offers will be evaluated inclusive of option pricing. Questions regarding this solicitation shall be directed to Ms Susan Quinn, Contract Specialist, at 434-298-6293 or susan.h.quinn2.civ@mail.mil. All questions shall be submitted in writing via e-mail to the address above by no later than 5:00 p.m. local (eastern) time on Wednesday 23 May 2014. All Questions and Answers will be posted as an amendment to the solicitation. The Government will award a contract to the contractor who is determined to the best value to the government. In accordance with clause 52.212-2 Evaluation - Commercial Items, technical factors including vendor's proximity to the R&R command and the menu offerings, along with price and past performance will be evaluated to determine the vendor that is the most advantageous to the government. Multiple awards will not be made. The Service Contract Act (SCA) of 1965 is applicable to this procurement. While a Wage Determination is included in this solicitation for reference, the Wage Determination in effect five (five) business days prior to the date award is made will be applicable to the resultant contract. The vendor shall develop 3 days of menus for breakfast, lunches and dinners in compliance with guidelines and limitations set forth in the statement of work and mirroring the structure of the government's 14-Day Menu. The menus may be repeated weekly as the diners will be rotated. Interested vendors shall submit their proposed menus by 5:00 p.m. on Thursday, 17 May 2014. The government will review the offered menus to ensure they meet guidelines. The vendor will be notified of any required changes and allowed the opportunity to revise and resubmit their menu offerings up to the established cutoff date. The cutoff date for government menu review and approval is 5:00 p.m. local (eastern) time, on Tuesday, 22 May 2014. After correction and acceptance of the approved menus, the vendor shall have until 5:00 p.m. Wednesday, 23 May 2014 to submit offers along with the rest of the solicitation package. Vendor must be registered in the www.sam.gov database prior to award of a federal government contract. Registration is free and can be completed on-line at https://www.sam.gov. All offers shall include a signed copy of the solicitation and any subsequent amendments, final approved menus, price(s) for each line item, a point of contact name and phone number, taxpayer identification number, Dun and Bradstreet number (DUNS) and Commercial and Government Entity (CAGE) code, business size, and payment terms. The package shall also include all completed provisions. If the data is updated and current on www.sam.gov registration, the offer shall so indicate. The vendor shall also provide copies of ServSafe certifications for supervisory personnel and Food Sanitation/health certification for the facility to be used in performance of this contract along with its copy of a state issued catering permit/license. All billing will be via electronic submission at https://wawf.eb.mil; no paper invoices will be accepted. All solicitation packages shall be submitted by 5:00 p.m. local time on Wednesday, 23 May 2014. Submit complete packages to: Virginia Army National Guard, USPFO-ASO, Building 316, Fort Pickett, Blackstone, VA 23824 ATTN: Susan Quinn, Contract Specialist, by the aforementioned due date and time.
