Description
DRAFT RFP INFORMATION The United States Coast Guard is continuing market research efforts for conducting a full and open competition for the PHASE II Reprocurement of the Fast Response Cutter (FRC), and intends to release a DRAFT Request for Proposals (RFP) for Industry Review and Comment on or about May 30, 2014. The DRAFT RFP details draft requirements and the intent is to procure up to twenty-six cutters on a Firm Fixed Price (FFP) basis with an Economic Price Adjustment (EPA). The DRAFT RFP will be made available via the Federal Business Opportunities website. Comments concerning the Draft RFP must be sent via email to the Contracting Officer at Erica.Fetter@uscg.mil, with a copy to the Contract Specialist at Nate.Dolezal@uscg.mil. Submission of comments/questions during this period is entirely voluntary. During this period, the USCG will not be answering questions. For your comments to be reviewed and considered for incorporation into the draft Request for Proposals, responses must be received by August 13, 2014. Incremental submission of comments is strongly encouraged. Please make your comments and justification for your comments as comprehensive and complete as possible. The USCG intends to share feedback received with its support contractors. Proprietary or business confidential markings that limit distribution of feedback to USCG support contractors should be avoided. Limited Access/Export Controlled Attachments to DRAFT RFP Some of the attachments to a DRAFT RFP will be subject to Export Control limitations. These items will be posted to FBO along with the DRAFT RFP, and will be deemed "limited access" and "export controlled" packages within the system. Vendors will require an "explicit access" grant by the USCG in order to view the DRAFT documents via the FBO system. Additionally, in order to access these documents, vendors must be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Instructions and procedures for being certified by JCP can be found at http://www.dlis.dla.mil/jcp/. Only those vendors that have current certification by JCP will be able to be granted explicit access to these DRAFT packages by the USCG. The USCG does not intend to grant vendors access to these documents outside of the FBO site. Limited Use and Non-Disclosure Requirement The USCG has procured a license to use, reproduce, and disclose to others the drawings and data from its existing FRC contractor Bollinger Shipyards, Inc. for the limited purpose of soliciting competitive proposals for the construction of up to 26 FRCs. The drawings and data contained in the DRAFT RFP may or may not include restrictive markings. No vendor or any other person who gains access to the DRAFT RFP may use the contents of the DRAFT RFP, whether marked with restrictive markings or not so marked, for any purpose whatsoever except to submit comments and questions about the DRAFT RFP to the USCG. Any use of the contents of the DRAFT RFP beyond the limitation on the USCG's license will injure the USCG and the USCG's existing FRC contractor, and will subject the vendor or any other person who so uses those contents to criminal and civil liability. Any vendor, by seeking access to limited access sections of the DRAFT RFP, acknowledges the foregoing limitations on the USCG's use and disclosure of drawings and data, acknowledges the fact that any use of the contents of the DRAFT RFP beyond the limitation on the USCG license will injure the USCG and the USCG's existing FRC contractor, and will subject the vendor and any other person who so uses those contents to criminal and civil liability, and agrees to exercise maximum control over the disclosure of the DRAFT RFP within the vendor's organization and to other persons so as to prevent such injury from occurring. Ship Checks Following the posting of the DRAFT RFP, the USCG intends to offer a USCG guided "ship check" aboard a delivered PHASE I FRC to interested potential prime shipbuilding contractors while dockside in Miami, FL at a designated USCG location. In order to participate in a site visit opportunity in accordance with FAR 15.201(c)-9, interested potential prime contractor representatives should contact the Contracting Officer by MAY 14, 2014 at 1700 HRS EST via email at Erica.Fetter@uscg.mil with a copy to the Contract Specialist at Nate.Dolezal@uscg.mil. In this email to the Contracting Officer, please name one point of contact, and include their email and phone information. Specific dates and time-frames for these ship checks will be communicated to the vendor points of contact via email. There is a limit of three representatives per shipbuilding company/team to take part in this site visit. Once timeslots are established, the names of these three individuals, along with their role/title, must be sent via email to the Contracting Officer. The United States Coast Guard is not responsible for any costs incurred as a result of this visit.
