- Submission Instructions & Request for Business/Capability Information Department of Defense Contract Secuirty Classification Specification Global Integrated Intelligence, Surveillance, and Reconnaissance (GIISR) ISR Collection Development Statement of Objectives (SOO) AFLCMC/XZIC Development Planning Materiel Integration FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This notice serves as market research in accordance with FAR Part 10 for Global Integrated Intelligence, Surveillance, and Reconnaissance (GIISR) Core Function Concepts (CFC). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION. This request for information is for market research purposes and issued solely for information and planning purposes. The purpose is to improve the Government's understanding of the current marketplace and to identify capable sources. Refer to the attached document entitled, "United States Air Force Global Integrated Intelligence, Surveillance, and Reconnaissance (GIISR) Core Function Concept (CFC) for the requirement, DD254 and the attached documents for capability package submission instructions. If your company believes that you have the capability and are qualified to meet the government's objectives, please respond with a capability package following the instructions found therein. The National American Industry Classification System (NAICS) code for this action is 541712. All prospective contractors must be registered in the System for Award Management (SAM) database prior to any official Government Award. 1. This is an INDUSTRY NOTIFICATION and is for information purposes ONLY. This is NOT A SOLICITATION. In accordance with FAR 15.201, this announcement shall not be construed as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. All submissions are requested to be made electronically by 16:00 EST on 30 June 2014. Please refer to the Statement of Objects (SOO), Submission Instructions Attachment and DD254 for further instructions. 3. Interested parties must submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with adequate staffing of qualified personnel. The capabilities package shall clearly present evidence the interested party is fully capable of providing the required service, and as such may contain any information that the interested party feels is relevant. 4. Additional attachments may be provided but must be relevant information. 6. An AFLCMC Wright-Patterson Ombudsman has been appointed to consider and facilitate the resolution of concerns from respondents and others for this RFI. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this RFI.
