SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for Project Manager (PM) Distributed Common Ground System-Army (DCGS-A) Weather Services Support CONTRACTING OFFICE ADDRESS: DISA, Procurement Directorate (PLD), Defense Information Technology Contracting Organization (DITCO)-Scott, 2300 East Drive Bldg 3600, Scott AFB, IL, 62225-5406. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The PM DCGS-A is seeking information for potential sources for system engineering, software engineering, software integration, and test support for DCGS-A 3.2.X future software patches, increments, and builds. Specific support activities include: 3.2.x software development, integration and testing, weather integration into the Intelligence Community Information Technical Enterprise (IC ITE), aka "Red Disk", integration of applicable Air Force (AF) emerging weather reach back capabilities, Central Technical Support Facility (CTSF) on-site interoperability support, Demonstration Test (DT) and Operational Test (OT), test support, and other weather subject matter expert (SME) requirements DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: •1. Contract Number: PTF Z4917, TO W15PZT-06-D-E403-0049 •2. Contract type: CPFF •3. Incumbent and their size: Northrop Grumman Technical Services (NGTS) (12) •4. Method of previous acquisition: Sole source Contractor provides the DCGS-A software technical expertise, integration, and test support in support of the DCGS-A Program office mission. The contractor provides PM DCGS-A, software engineering, software integration, and test support for DCGS-A build 3.2.x; 3.2.0 software development, integration and testing; CTSF on-site interoperability and Army Interoperability Certification (AIC) testing; and other SME requirements. List Anticipated Time Frame: Current through 11 Jun 2014. List Place of Performance: Northrop Grumman Technical Services, Inc. 3625 Perkins Lane SW, Suite 200 Lakewood, WA 98499 REQUIRED CAPABILITIES: The Government requires services and support system for DCGS-A V3.2.x software and future integration capability by providing hot fixes, patches, builds, and documentation in support of post-Demonstration Test (DT) activities in preparation for the Operational Test (OT), fielding and training, and transfer of software to CECOM SEC. Technical support and software engineering services include: •• Technical engineering services to provide software requirement input and documents, software design, development, integration of software enhancements and updates, configuration management, and software licensing and source code for the solutions. System and software engineer products and updates (software, test, and CM software media products and documentation). Services will also include software testing, interoperability testing, logistic document input, and demonstrations and field tests support. •• Software problem report analysis and the corrections media (hot fixes, patches, builds) delivered in accordance with the SIL software media and documentation schedule. •• Supporting DCGS-A Software Integration Laboratory (SIL) continuous integration and delivery efforts by: •o As specified by the DCGS-A SIL, delivering either a full software source code baseline or source code deltas with every delivery. •o Delivering valid build scripts with every delivery. (Ant, Maven, MSBuild, etc) •o Assisting SIL personnel with setting up and configuring the SIL's automatic build environment. •o Submitting source code changes to the SIL software configuration machine (SCM) repository. •o Maintaining a log in the SCM which includes comments for resolved SIL Bugs and describing other changes with every delivery. •o Providing documentation that details their current build environment, build processes and all required software dependencies and versions. •o Delivering all 3rd-party software components needed to build contractor components. •o Delivering all automated unit and integration test scripts. •• Providing DCGS-A Weather software configuration management support and on-site test engineer support at the CTSF, Fort Hood, TX and other required location(s). •• Providing meteorology expertise for sustaining Integrated Weather Effects Decision Aid (IWEDA) central rules database weather data simulator and other weather applications. •• Testing of the DCGS-A Weather quarterly Information Assurance Vulnerability Message (IAVM) patches in support the DCGS-A SIL IA team. •• Providing input content for the DCGS-A Weather Software User's Manual (SUM) to the SIL in a format needed for the SIL integration effort. •• Providing engineer support for all software until the build is transitioned from DCGS-A PM to CECOM SEC sustainment. •• Supporting the Network Interoperatability Exercises (NIE) and other DCGS-A key activities with meteorology and weather software engineer expertise. •• Providing support of DCGS-A effort to integrate weather into the IC ITE, "Red Disk " and improve user (intelligence analyst, weather team, operational staff member) experience through bug fixes or enhancements of the interfaces, applications, alignment of software to the work processes, and. Usability improvements may include replacement of old features and incorporation newer/updated components and adding new components to meet DCGS-A user needs. Examples include but are not limited to: simplified IWEDA, ozone workflow integration, IPB automation, and automated impacts routing, Red Disk assessment integration, disconnected operations capability (e.g. caching WMS), integrated climatological data, space weather data, and weather data from other sources (e.g., UAS or external databases and sensors). SPECIAL REQUIREMENTS Must have Top Secret clearance. Must be ISO 9001 certified. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512 and/or 541712, with the corresponding size standard of $25.5M and/or 500 employees. This Sources Sought Synopsis is requesting responses to the following criteria from large and small businesses that can provide the required services under the NAICS Codes. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this Sources Sought. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business; •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this should send responses via email NLT 14 May 2014, 4:00 PM Eastern Daylight Time (EDT) to eugene.barnes@us.af.mil and brittney.e.galle.civ@mail.mil. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing the Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
