Description
Notice of Intent: 2014-N-15826 Notice of Intent No.: 2014-N-15826 This is notice of intent to award a sole source contract and is not a request for competitive proposals. It is anticipated that this requirement will be a Firm-Fixed Price Contract awarded on or before 06/14/2014. The Center for Disease Control Procurements and Grants Office (PGO) on behalf of and as an agent of the Division Strategic National Stockpile (DSNS), of the Centers for Disease Control and Prevention (CDC), intends to solicit and enter into a contract with CareFusion Corporation of Minneapolis, MN for Preventive Maintenance of LTV1200 Ventilators. The Government's requirements are: 1) Vendor must provide services that will include rotation of shelf life (expired) product, normal wear and tear replacement of product within the LTV 1200 vents, kits and ancillary supplies. Replacement of all supplies required and associated with the LTV 1200 Vents, kits and ancillary supplies will be the responsibility of the contractor. The contractor will be responsible for forecasting, budget and funding procurement, and storage of all ancillary products required to support the PM process, Kits Shelf life and ancillary supplies. All products, when rotated to the contractor, should always have at least 6 months or greater shelf life; to include rotation process. The preventive maintenance processes must be done by a manufacturer certified technician and not impact any warranty. 2) Vendor must provide inventory, quality control, and rotate/maintain the government-owned property at the contractor's facility. Written confirmation will be provided to the Government by the Contractor once the total quantity of the government-owned property is received and maintained. Contractor will store the government-owned property in a secured and proper temperature controlled area and properly manage the inventory of same; and rotate stock with contractor's commercial stock to maintain Government-owned property within the minimum and maximum shelf-life expectancy. Contractor's facility will meet all federal, state and local government requirements to include Current Good Manufacturing Practice (cGMP) requirements. 3) Vendor must be able to store 4,537 ventilators in a Government approved, secure building. The Government intends to solicit, negotiate and award to only one contractor using Commercial Procedures pursuant to FAR Subpart 12.1. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All interested responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the CDC to David Kelley by email at vrb7@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five (5) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
