Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Analytical Microscopy Group, intends to modify contract number SB1341-14-SU-1387 and negotiate on a sole source basis with IonToF, USA of Chestnut Ridge, NY, for modifications to a NIST-owned time-of-flight secondary ion mass spectrometer (TOF-SIMS) and components for a gas cluster ion beam (GCIB). Equipment and services are required to complete the installation of a previously procured GCIB. The main component required to complete the installation of the GCIB is an ion column with a gas cluster ion source including a differential pumping, a service valve for separate venting, three-lens ion column with deflection units, a mass filter, and fully computer controlled high voltage power supplies. Modifications for NIST's existing mass spectrometer system include sputter and analysis, analyzer modifications, liquid metal ion gun modifications, and dual sputter column modifications. These modifications will ensure that all existing components of the ToF-SIMS, as well as those associated with the GCIB, are working according to manufacturer's specifications. Sole source determination is based on the following: The existing mass spectrometer system and GCIB are commercial items that are both manufactured by Ion-ToF, USA. Ion-ToF has proprietary rights to the existing equipment, including all hardware, software, designs, and schematics, and is the sole manufacturer and distributor of the mass spectrometer system and the GCIB. Ion-ToF has no authorized resellers or service providers, therefore, only they can complete the required add-ons, supply all required equipment, complete the delivery and installation and guarantee that all performance specifications for the equipment will be met. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by May 15, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
