- Description
- The Mission and Installation Contracting Command at Fort Polk, LA intends to issue an unrestricted solicitation for a NO-COST contract to provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items and services necessary to print and distribute a weekly Civilian Enterprise (CE) newspaper for the Joint Readiness Training Center (JRTC) and Fort Polk, Louisiana, entitled the quote mark GUARDIAN quote mark. The revenues the Contractor receives from the sale of advertisements in the quote mark GUARDIAN quote mark shall constitute full payment to the Contractor. This solicitation will be issued under the auspices of the Department of Defense Instruction 5120.4. Fort Polk will select the successful offeror by evaluating the offeror's reputation and proven ability to provide a newspaper with estimated weekly circulation of 14,000 copies of which appearance, layout, quality, and photographic reproduction meet the current professional standards of the industry. The newspaper's editorial pages will be completed and submitted to the awarded Contractor weekly by JRTC and Fort Polk Public Affairs Office (PAO) personnel. The Contractor will provide evidence of responsibility, performance capability, and financial stability, to include the ability to follow newspaper guidelines established in Department of Defense Instruction 5120.4, DoD Newspaper and Civilian Enterprise Publications and AR 360-1, the Army Public Affairs Program. The Contractor is responsible for all photographic back shop and production work in accordance with the PAO's instructions. The NAICS code for this procurement is 511110 Newspaper Publishers.
