- Description
- NASA/ARC intends to extend contract NNA09DC79C, Research and Technology Development Services on a sole-source basis pursuant to 10 U.S.C 2304 (c) (1), Only One Responsible Source. This contract was awarded as a small business set-a-side on August 30, 2009. This extension is necessary to continue critical on-going task order requirements to support the Office of the Director of Science.The extension will require an increase in the current contract value. A modification reflecting this extension will be issued to extend the period of performance up to six additional months, consisting of six one-month option periods. NASA is using the authority of other than full and open competition 10 U.S.C. 2304(c)(1). Award to another source during the same period of performance would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agencys requirement. The Government does not intend to acquire a commercial item using FAR Part 12. Please note that Ames Research Center will not re-compete the Research and Technology Development Services Contract, as the pending the new procurement, Fully Integrated Lifecycle Mission Support Services (FILMSS), which has an anticipated award date of July 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to Rachel Jandron at Rachel.A.Jandron@nasa.gov not later than 12:00 p.m. local time on May 15, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
