- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a five-year Blanket Purchase Agreement with the Seismological Society of America, on a sole-source basis, for publication of multiple manuscripts to the Bulletin of the Seismological Society of America. The USGS has concluded that these services are unique and only available from the Seismological Society of America. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the service to meet its minimum need, and the factors the Government will use to evaluate the service information submitted by firms in response to this Notice: Only the Bulletin of the Seismological Society of America has the distribution and readership for the USGS manuscripts to reach the appropriate audience. The research discussed in these papers details state-of-the-art methods used in conducting research regarding geologic hazards of the earth. This information needs to reach seismologists, geologists, engineers, government planners and others so that the information can be used to make appropriate design and planning actions. The Bulletin of the Seismological Society of America is the only appropriate journal for these results to be reported. This journal is widely read by seismologists, geologists and engineers in the United States and internationally. It is the premier journal of earthquake studies. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by May 15, 2014. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed to Melissa Hutchison at mhutchison@usgs.gov. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
