- This synopsis is issued for information purposes only. Provide all management, supervision, parts, materials, labor supplies, tools and equipment (except as otherwise provided) and shall plan, schedule, coordinate and assure effective performance of sidewalk cleaning, graffiti removal, tree care, landscaping, pedestrian lighting, eyesore abatement and street furniture maintenance at the General Services Administration's (GSA) properties located at the Robert N.C. Nix Sr. Federal Building/Courthouse/United States Post Office, at 900 Market Street, Philadelphia PA 19107 and at the Byrne/Green Federal Complex, at 600 Arch Street, Philadelphia, PA 19106. These services are being solicited in conjunction with GSA's Good Neighbor Policy and the City of Philadelphia. This will be a sole source procurement and will be awarded directly to Center City District, 660 Chestnut Street, Philadelphia, PA 19106 (this is the City of Philadelphia's contractor of choice). The contract number will be GS-P-03-14-AZ-C-0028. This synopsis is issued for informational purposes only. The proposed contract action is for supplies or service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
