Introduction : The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. A one-day survey of over 108,000 school bus drivers reported 85,279 vehicles passing stopped school buses. [1] When this number is extrapolated to the school year, it is estimated at over 15 million violations each school year. (In this Statement of Work, stop arm bar violation will refer to the act of passing a stopped school bus that has the stop arm bar extended.) Fortunately not all passing violations lead to crashes, and the number of students killed is fewer than 10 annually; [2] however, the violations do create numerous injuries and close calls. Although cameras are increasingly used to identify school bus stop arm bar violators, the effectiveness of such programs has not been addressed systematically. This project would identify a locality planning to install cameras to enforce illegal school bus passing laws and document the process to establish yielding rates before and after camera deployment to evaluate the effectiveness of the camera program. A number of States, including but not limited to Arkansas, Connecticut, Georgia, Maryland, North Carolina, Rhode Island, Virginia, Washington, and West Virginia, [3] have legislation enabling the use of stop arm bar cameras on school buses with as many as ten more States indicating that they plan to propose legislation. Local to the NHTSA headquarters in DC, Fredrick County and Anne Arundel County, Maryland are currently using the technology. In late January 2013, Falls Church became the first community in Northern Virginia to approve the use of these cameras and began using the cameras in October 2013. Montgomery County, Maryland plans to begin using the technology in early 2014. The goal of this project is to determine if using stop arm camera enforcement reduces violations. The first steps of the project would be to identify localities planning to implement a stop arm bar camera program, gauge the community’s interest in evaluating their program, and conduct observations in the community to quantify violations. It is important to use a locality that already has legislation in place allowing the cameras and has made arrangements to begin camera installation. This demonstration project would also require that the selected jurisdiction plan to implement an education component to reiterate to drivers when they must stop for school buses and that cameras are being used to cite stop arm bar violators. In addition, a training/education component for law enforcement officers and judges should be included to raise awareness of how the cameras work and of the technology being deployed. Objective: The objective of this solicitation is to work with a school system and locality that plans to install stop arm bar passing cameras to cite drivers for failing to yield for stopped school buses. The overall objective of the research is to determine the extent to which drivers do not stop for school buses loading and unloading students before and after implementation of a stop arm bar camera enforcement program that includes education (for the general public and traffic court judges) and training (for law enforcement officers). Solicitation Information: The Government contemplates that a Time and Material type Contract with a period of performance not to exceed sixty (36) months will be awarded.
