- Synopsis: This is a Pre-Solicitation notice (synopsis) for Full and Open procurement in accordance with FAR Part 5.203; to provide notice of the Government’s proposed contract action listed herein. Introduction : The National Highway Traffic Safety Administration’s (NHTSA) mission is to reduce deaths, injuries and economic losses resulting from motor vehicle crashes. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency within the U.S. Department of Transportation (DOT) whose primary mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes, through education, research, safety standards, and enforcement activity. This is accomplished by setting and enforcing safety performance standards for motor vehicles and motor vehicle equipment as well as fuel economy standards, investigating safety defects in motor vehicles, conducting research on driver behavior and traffic safety, and providing grants to State and local governments to enable them to conduct effective local highway safety programs. The primary purpose of this project is to provide technical assistance for traffic safety law enforcement for the NHTSA Regional Offices and to communicate and assist in the implementation of the NHTSA national priorities and programs. This assistance is for specific regional offices, and the State partners that they serve, particularly the State Highway Safety Offices and their law enforcement partners. The contractor/LEL shall provide a Law Enforcement Liaison who will be primarily responsible for the technical assistance necessary to increase and strengthen the States’ law enforcement efforts focused on traffic safety. The LEL activities are to be planned, scheduled, and meet the needs of the NHTSA Region and States in a proactive manner. Regular contact with law enforcement agencies as well as highway safety offices, law enforcement training entities, and participating in meetings in conferences within their Region and States are anticipated to be significant activities for the LEL. The contractor/LEL’s efforts shall include at a minimum: Encourage law enforcement agencies to increase and expand the NHTSA national priorities and programs, especially high visibility enforcement, across the year. Encourage agencies to improve their ability to plan and execute enforcement based on a data-driven approach of knowing where and when motor vehicle crashes and fatalities occur. Support States in organizing and conducting law enforcement-related events related to crackdowns and mobilizations at the State or local level and other events as needed. Obtain, compile, and organize data for presentation to the NHTSA and States. Regular reporting to the NHTSA Regional office and Headquarters on workload indicators and performance metrics established by the agreement with the contractor/LEL. Objective: The objective of this solicitation is to identify a vendor and establish a contract to provide a Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional Office, the National Law Enforcement Liaison function, and State LEL operations. Solicitation Information: The Government contemplates that a Time and Material type Contract with a period of performance not to exceed sixty (36) months will be awarded. The number of hours considered generally acceptable for LEL work is not to exceed 1,500 per 12 month period of performance (30 hours per week). Proposals should include justification for the workload being described. The anticipated issuance date of the forthcoming solicitation is on or about June 16, 2014.
