- Posted Date: May 1, 2014 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20460 Response Date: May 12, 2014 3:00PM EDT In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development and EPA's National Exposure Research Lab (NERL) intends to award a sole source fixed-price purchase order to 2B Technologies, Inc to purchase two Model 211 Scrubberless Ozone Monitors. These analyzers, which employ a scrubberless, dual-beam design, are currently under evaluation by the US EPA for designation as Federal Equivalent Methods (FEM) and EPA needs these exact analyzers in order to evaluate the soundness of the application within the allowable timeframe. Furthermore, the CASAC AMMS (Clean Air Science Advisory Committee - Air Monitoring and Methods Subcommittee) has recommended that EPA consider this technology to serve as the Federal Reference Method (FRM) for ozone. This scrubberless technology is patented only available from 2B Technologies, Inc. To insure that any other service vendor can provide the same quality of service, they should meet, at a minimum, the following specific elements provided by 2B Technologies, Inc: Power Requirements: 11-14 V dc or 120/240 V ac, 0.75 A at 12 V, 9 watt Dimensions (H X W X D): 5.5" X 17" X 14.5" Weight: 14.3 lbs Operation Temperature Range: 10-50?C Range: 0.5 ppb to 2.0 ppm Lower Detection Limit (LDL): ≤ 1 ppb Pump: Internal, ~20,000 hour lifetime Nitric Oxide generation module: included Data outputs: RS232, USB, and Analog output options In addition to the above listed critical specifications, the instrument needs to have the following features and benefits: (1) sample drier/conditioner (2) NO solid state ozone scrubber (i.e., scrubberless) (3) rack mountable (4) touchscreen display (5) rugged NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
