THIS IS NOT A REQUEST FOR COMPETITIVE BIDS OR PROPOSALS AT THIS TIME. ***THIS IS A PRE-SOLICITATION NOTICE ONLY**** **THIS REQUIREMENT WILL BE SET-ASIDE 100% FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES** The Department of Veterans Affairs, Network Contracting Office 16, Southeast Louisiana Veteran's Health Care System (SLVHCS) intends to solicit a firm-fixed price contract to provide all labor, tools, equipment, materials, supervision, etc. necessary to complete the purchase and installation of traffic control devices for the G Parking Garage located at 1601 Perdido Street. The work shall include but is not limited to replacement of traffic signage, gate arms, light assemblies, general system programming and controls and additional electrical work as required. The Contractor shall adhere to all NFPA Life Safety and Building Codes and VA standards per the attached Statement of Work. A request for proposals for this project is estimated to be released on or about May 9, 2014. Details of all dates and events, including site visits will be available in the upcoming solicitation. Interested parties are encouraged to periodically re-visit the Federal Business Opportunities (FBO) website: www.fbo.gov for further information concerning this intended acquisition. Southeast Louisiana Veterans Health Care System SCOPE OF WORK Replace Traffic Control Devices in 1G Parking Garage 1601 Perdido St., New Orleans, LA A.INTRODUCTION CONTRACTOR SHALL FURNISH ALL LABOR, MATERIALS, TOOLS, EQUIPMENT, SUPERVISION, WARRANTIES, ETC. NECESSARY TO PERFORM THE FOLLOWING WORK: 1.REMOVE four (4) traffic gates. This includes but is not limited to: complete demolition of the existing traffic system, gates, and housing, disconnection of all power and control wiring. 2.FURNISH AND INSTALL four (4) 3M G90-CD Barrier Gates, surge protection, 10ft gate arms, and modules including their configuration or a product with equivalent specifications. 3.REMOVE six (6) existing Red/Green LED Light Assemblies. Removal includes but is not limited to: physical removal of units, disposal of units, demolition of electrical and control wiring if it cannot be reused. 4.FURNISH AND INSTALL six (6) Red/Green LED Light Assemblies. New light assemblies shall match the existing units in size and installation. Installation includes: mounting of the units, control/electrical wiring, programming. 5.INSTALL electrical conduits and necessary wiring IF existing conduit and/or wiring is inadequate for new installation. Ensure all equipment has power for the supplied and proposed equipment. 6.REMOVE four (4) existing electronic, "OPEN/CLOSED" signs. 7.FURNISH AND INSTALL the following: a.One (1) dual electronic "CLOSED/LEFT TURN ONLY" sign. b.One (1) dual electronic "OPEN/RIGHT TURN ONLY" sign. c.One (1) electronic "CLOSED" sign. d.One (1) dual electronic "OPEN/CLOSED" sign. 8.FURNISH AND INSTALL eight (8) remote location control switches for four (4) signs, two (2) each two-way switches and two each 3-way switches in two separate locations. 9.REPLACE six (6) Card Reader Pedestals with Housings. Work shall include: the complete removal of the existing panels (material, disconnection of all power and control wiring, demolition to concrete slab if warranted). Installation of new pedestals shall include: all prep work associated with their installation, re-running of all conduit, power and control wiring as necessary. Height and dimension of reader pedestal shall match existing. B. GENERAL Worksite conditions shall be verified prior to commencement of work to determine existing conditions of equipment/materials that are to remain. The Contractor shall disable only one lane (four in total) at any given time. During high traffic flow hours (6:30am-8:30am and 3:30pm-5:30pm, Monday through Friday) the contractor must suspend work. All work must be scheduled at a minimum of three business days in advance. C. REQUIREMENTS 1.Equipment a.Each Traffic System to be installed shall have, at a minimum, the following: i.Gate Operator and water/weather proof cabinet ii.Gate arm (10 ft.) iii.Vehicle detectors (2 at minimum) iv.Reversing Logic v.Back-out timer vi.Operate at 115 VAC vii.Overload/surge protection viii.Capable of card reader tie in (Reader type: Proximity, apti-Q, Model MT15) ix.Capable of being tied in to existing, embedded traffic loops x.Automatic adjustment of gate arm travel xi.Remote switches b.Reader Pedestal with housing i.Height and dimension of reader pedestal shall match existing. 2.Signage a.One (1) electronic "CLOSED/LEFT TURN ONLY" sign. i.Signage shall be two lines of the following items: 1."CLOSED". Backlighting shall be red LED. 2.A left turn arrow with the word "ONLY" following it. Backlighting shall be green LED. ii.Letters and symbols shall be no smaller than five (5) inches in height. iii.One sign for each section is acceptable if a single sign cannot be made or found with both items on it. If multiple sections are used, they must be programmed in such a way that only one is lit at specific times. iv.Anticipated operation: 6:00 am - 10:30 am, CLOSED will be lit only. 10:30 am - 6:00 am, LEFT TURN ONLY (arrow) will be lit only. v.Installation includes providing the necessary power, programming and mounting. vi.Signage shall be hung from the ceiling of the garage. b.One (1) electronic "OPEN/RIGHT TURN ONLY" sign. i.Signage shall be two lines of the following items: 1."OPEN". Backlighting shall be green LED. 2.A right turn arrow with the word "ONLY" following it. Backlighting shall be green LED. ii.Letters and symbols shall be no smaller than five (5) inches in height. iii.One sign for each section is acceptable if a single sign cannot be made or found with both items on it. If multiple sections are used, they must be programmed in such a way that only one is lit at specific times. iv.Installation includes providing the necessary power, programming and mounting. v.Anticipated operation: 6:00 am - 10:30 am, OPEN will be lit only. 10:30 am - 6:00 am, OPEN and RIGHT TURN ONLY (arrow) will both be lit. vi.Signage shall be hung from the ceiling of the garage. c.One (1) electronic "CLOSED" sign. i.Signage shall be one line. Back lighting shall be red LED. ii.Letters and symbols shall be no smaller than five (5) inches in height. iii.Installation includes providing the necessary power, programming and mounting. iv.Signage shall be hung from the ceiling of the garage. d.One (1) electronic "OPEN/CLOSED" sign. i.Signage shall be two lines of the following items: 1."CLOSED". Backlighting shall be red LED. 2."OPEN". Backlighting shall be green LED. ii.Signage shall be two lines. Back lighting shall be red LED. iii.Letters and symbols shall be no smaller than five (5) inches in height. iv.Installation includes providing the necessary power, programming and mounting. v.Signage shall be hung from the ceiling of the garage. e.All signage shall be similar in shape, size and use. f.All signage shall be capable of being switch operated from a remote location. 3.Contractor shall provide all labor, tools, equipment, materials, supervision, etc. needed to completely replace gates, lights, signs, conduits and card reader pedestals. 4.Contractor shall be responsible for completing any necessary preparation work to the repair area. This includes but is not limited to: demolition of the existing concrete pads and isles where the current traffic equipment sits, repairs and/or replacement of surrounding concrete areas due to damage sustained from the project. 5.Work shall include modification and/or installation of all necessary electrical components for acceptance of the new traffic system. 6.The contractor shall submit for approval submittals on all items that are to be installed to the Contracting Officer's Representative prior to installation. 7.All work shall be coordinated with VA personnel prior to commencement. 8.VA staff shall be trained on the equipment prior to official turn over. 9.Contractor shall supply VA with three (3) hard copies of operation manuals and warranty information after installation. Items must be received prior to final payment. 10.Equipment and installation shall include a one-year warranty from date of acceptance or shall follow the material warranty, whichever is greater. 11.All work, testing and documentation shall be completed and submitted to VA within 90 calendar days of notice to proceed. 12.Installation shall adhere to all NEC, NFPA and building codes. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 1.New traffic gate system in whole. 2.Submission of shop drawings, controls drawings and manufacturer's cut sheets for VA approval prior to installation. 3.Submission of formal site specific safety plan to VA safety office for approval prior to beginning work. 4.Coordination with VA personnel prior to beginning work. 5.Full system testing prior to turn over to VA followed by a written report. 6.Maintenance manuals. 7.Warranty certificates. 8.VA employee training on system operation. E. EVALUATED OPTIONAL TASKS AND ASSOCIATED DELIVERABLES N/A F. SCHEDULE FOR DELIVERABLES The Contractor shall submit a schedule of work prior to award. The Contractor shall execute the delivery of all requirements as scheduled unless extenuating circumstances occur. In such case the Contractor must submit a revised schedule for approval. During the approval process the contractor is expected to continue work. G. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the VA Contracting Officer (CO). A copy of each change will be kept in a contract folder along with all other products of the contract. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. H. REPORTING REQUIREMENTS N/A I. TRAVEL The contractor is responsible for providing transportation/travel for all materials, supplies, personnel and all items needed to complete this work. J. GOVERNMENT RESPONSIBILITIES VA will be responsible for the disconnection and installation of the associated card readers. K. CONTRACTOR EXPERIENCE REQUIREMENTS - KEY PERSONNEL All qualified, experienced, and licensed personnel for the service will be provided for by the contractor. L. SECURITY If a site visit is warranted in order to render services, the contractor will be required to check in first with VA Police prior to entering the premises. All site visits must be scheduled with VA prior to visit. 1.INFORMATION SYSTEM SECURITY N/A 2.SECURITY TRAINING N/A 3.CONTRACTOR PERSONNEL SECURITY N/A 4.BACKGROUND INVESTIGATION In order for the contractor work "unescorted" on VA premises, the contractor shall have at least one responsible person. This person will be required to be fingerprinted and receive an approval prior to receiving a badge. 5.CONTRACTOR RESPONSIBILITIES A. The contractor shall ensure that all personnel are licensed in accordance with State and Federal regulation regarding this service. B. Further, the contractor will be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise from work performed by contractor provided personnel, under the auspices of this contract, the contractor will be responsible for all resources necessary to remedy the incident. M. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: A. The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by the VA which has been generated by the contractor in the performance of this contract are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the contract. B. The CO will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the CO for response. C. Press releases, marketing material or any other printed or electronic documentation related to this contract, shall not be publicized without the written approval of the CO.
