Description
The U.S. Army Contracting Command at Aberdeen Proving Ground intends to release a Request for Proposal (RFP) on or about 16 May 2014 for Small Arms Protective Inserts (SAPIs) to be used in conjunction with the Outer Tactical Vest pockets of the Multiple Threat Body Armor (MTBA) / Interceptor Body Armor. The award resulting from this solicitation will be a Firm Fixed Price type contract and will support 2 separate FMS Cases. The total number of SAPI sets under this RFP is estimated at 3000, in various SAPI sizes. One SAPI set equals 2 individual plates of the same size. Anticipated SAPI sizes include Small, Medium, Large, and X-large. In accordance with DFAR Clause 252.225-7012, products provided must be in compliance with the Berry Amendment, in that all components of the item are to be grown, reprocessed, reused, or produced in the United States. Ballistic resistance testing will be required, and conducted at an approved National Institute of Justice (NIJ) certified laboratory approved by the Government. The Government reserves the right to witness said testing. SAPI is considered a Critical Safety Item. First Article Testing (FAT), Production Lot Testing and Quality Assurance testing protocol will be identified in the solicitation. The official release of the RFP will be posted on the internet at the Army Single Face to Industry (ASFI) website located at the following URL https://acquisition.army.mil/asfi/. No additional information regarding this procurement will be available prior to the release of the RFP. Upon release, this RFP will be out for a total of 30 days. The on-line version of the RFP shall include all documents of the solicitation package. No hard copy of the RFP will be issued. Amendments, if any, will be posted at the same location as the RFP. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents associated with the RFP. POC for this action is Dennis Libershal (410) 278-4226. After the RFP is posted to ASFI, all questions or comments in response to the solicitation shall be submitted, in writing via ASFI Q&A system. It is the responsibility of the potential offerors to monitor the Army Single Face to Industry (ASFI) website, on a regular basis, for any updates to these documents. Other documents, as necessary, will be posted when available.
