Description
The Federal Highway Administration (FHWA) promotes the use of alternative intersection/interchange designs under suitable traffic conditions to deliver desired level of service and safety at significantly lower costs. These designs include the diverging diamond interchange (DDI), displaced left turn intersection (DLT), and restricted crossing U-Turn intersection (RCUT), etc. Comparing to conventional full access intersections, one common feature of these alternative intersection designs is that they re-route certain traffic movements through geometric re-configuration, and require two or more intersections to work together as a system to deliver the desired performance. They all have large footprints. Typically, a DDI spans over 3,000 ft on the cross street (including the advanced overhead signs), a DLT covers 3,000 ft to 4,000 ft (considering advanced guidance signs), and an RCUT may measure over 6,000 ft between the median U-turn openings. To fully understand the traffic operation of the intersection, it is necessary to collect traffic data from all parts of the intersection simultaneously. So far, the vast majority of FHWA and stated DOT sponsored relevant researches have relied on ground based technologies such as tubes, loops, radars, and cameras, etc. installed at different locations. Ground based technologies for traffic data collection have many limitations: the data collected by each sensor covers a small portion of the intersection; for a large intersection that requires many cameras and sensors to cover the whole study area, synchronizing the clocks of all cameras/sensors is a challenging task. If any sensor goes down, it will be difficult to back fill that piece of information. In many cases, there were simply not enough equipment for a single study, and the traffic data from different parts of the intersection/network must be collected during different days or different months. For datasets collected in this manner (i.e., 12 or more video cameras plus equal number of non-vision sensors), managing the datasets is very challenging. Cleaning and analyzing such datasets is even more challenging. Another practical need to collect traffic data at multiple intersections simultaneously is when studying the traffic operation of a corridor or a local traffic network. For corridor and network work studies, it is not uncommon to use traffic data at different intersections collected during different years. The Federal Highway Administration (FHWA) has a new requirement for a contract to conduct field data collections at 15 sites. The selected sites may include alternative intersections that have large foot prints, a corridor that may be several miles but only 200 ft wide, and a roadway network up to 1 mile by 1 mile in area. It is expected that at least 12 sites (80%) will be for studying alternative intersections or corridors, and the corresponding data collection areas will include one or two primary intersections, plus 3 to 5 additional intersections on the same road; up to 3 sites may be studying local traffic network, and the data collection area may include 10 to 30 intersections on intersection roads. The collected data should also provide raw data that enables more detailed study of specific driver behaviors such as merging behavior, and lane changing behaviors, etc.. This requirement is set aside for small business pursuant to NAICS code 541330 with a size standard of $14.0 million.
