Description
This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a SOURCES SOUGHT SYNOPSIS (N00189-14-R-Z051) to provide third party health care administration support services for the Naval Education and Training Security Assistance Field Activity (NETSAFA) in Pensacola, FL. The administration services are needed for Royal Saudi Naval Forces (RSNF) personnel (referred to as sponsors) and their authorized dependents, assigned for periods longer than 60 days for training/ training supervisory and support duties in the United States and Canada. Typically the majority of RSNF students are located for training at U.S. Navy or other U.S. Department of Defense installations in the continental U.S. The contractor shall provide medical administration services to approximately 200 RSNF military personnel/sponsors and 400 dependents through the duration of the contract. This group is usually distributed in about 15 geographic locations across the U.S. with the largest single area of concentration occurring in the Pensacola, FL area where approximately 50% of the group is located. RSNF students are usually assigned to training sequences in the U.S. ranging from 6 to 30 months and may change individual training sites several times during this period. The administration of health care services provided by military facilities is not included in the scope of the services to be provided. The responsibilities of the contractor under the resultant contract will include but is not limited to screening claims to determine coverage under the benefit plan and the conformance of charges to what ™s reasonable and customary as defined by a recognized national data base of prevailing fees which is routinely updated, and promptly pay the health care provider accordingly on behalf of the sponsor. The proposed contract will be Firm Fixed Price for the third party administration services that are provided. However, there will be a cost reimbursable CLIN under the resultant contract as the contractor will be responsible for providing a working fund of $316,666 per month ($3.8 million annually) for the payment of sponsor ™s medical claims which the contractor will be reimbursed. INTERESTED PARTIES The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. Responses to this posting shall provide a summary of their company ™s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, and CAGE Code. All submissions must be received by close of business 31 May 2014.
