- Synopsis In-Place Recycle Paving Methods: Energy Use Analysis This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a requirement to conduct a study to comprehensively document and analyze the total energy use associated with in-place recycle paving methods as compared to conventional paving methods. This study will serve two immediate purposes: first, it will provide objective energy consumption data for use in the planning of roadway rehabilitation work. Second, the effort will provide data for further study of the environmental aspects of these paving methods. Expertise in the following areas will be needed: energy systems analysis (statistical and deterministic), including petroleum-based fuels, combustion byproducts production; asphalt concrete pavement construction methods including in-place recycling, energy and resource use specific to bituminous asphalt production and modification; material transportation and stockpiling; aggregate extraction and refinement; construction equipment operation specific to the paving industry; construction sequencing in paving operations; industry-specific knowledge of the paving techniques explored in this project; and scholarly research and publication-quality report preparation.
