Description
This is a Small Business Sources Sought Notice. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service-disabled, veteran -owned small business; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice." The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK provides next-generation sequencing service through the Genomics Core Laboratory (GCL). The GCL is the only provider of this essential service within NIDDK. The GCL supports the next-generation sequencing needs of the entire institute, and processes thousands of samples annually. The Illumina HiSeq 2500 and Illumina cBot are the instruments used for next-generation sequencing. The user provides samples to the facility for processing and receives from the Genomics Core facility datasets with basic statistical and bioinformatics analyses. Maintenance of this instrumentation is critical for our ability to provide this service. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK Acquisitions Branch is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses or HUB Zone small businesses capable of providing Authorized Maintenance and Repair of the a Illumina HiSeq2500 (sn: 700398) and Illumina cBot (sn: 600681). The maintenance agreement would have a period of performance of May 26, 2014 to May 25, 2015. All work will be performed in the NIDDK Genomics Core Facility, Building 8, 8 Center Drive, Room 1A11, Bethesda, MD 20892. It should include all parts and labor and be consistent to meet instrument operating specification standards set by the manufacturer, Illumina, Inc. This service is to be set-up as a single acquisition. Interested firms with the capability of providing the required items/service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) Code 811219 with a business size standard of 500 or less employees. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. Your capability statement, not to exceed 15 pages, should include references. Three (3) copies of the capability statement must be received at the address identified in this synopsis by no later than 10 days prior to 12:00 Noon local time at designated location on May 12, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NIDDK Acquisitions Branch at 6707 Democracy Boulevard, Suite 700W, Bethesda, MD 20892. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Linda Smith, Linda.Smith2@nih.gov. Please reference solicitation number NIHLM2014144 on all correspondences. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate response to a solicitation. Any Solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
