- DD Form 254 Contract Security Classification Specification (Continued Sheet) DD Form 254 Contract Security Classification Specification Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HQ0034-14-Q-0003; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. This acquisition will be a 100% Total Small Business Set-Aside; the North American Industry Classification System (NAICS) code is 541512. The business size standard is $7M. The Government's requirement is for Defense Installation Spatial Data Infrastructure (DISDI) Program Support Services. The ODUSD(I&E)BEI office requires programmatic support for geospatial services to improve DoD core business missions through the standardization and application of geospatial technology solutions. The DISDI program provides geospatial mapping and analytic capabilities to DoD staff, specifically focused on I&E functions, but also supporting Personnel & Readiness, Reserve Affairs, Legislative Affairs, and Policy. The program coordinates geospatial requirements of the Under Secretary of Defense for Acquisition, Technology & Logistics (AT&L) with the National Geospatial-Intelligence Agency (NGA) as required by Executive Order 12333 and DoD Directive 5105.60, and represents AT&L at the inter-agency level through the Federal Geographic Data Committee. The Washington Headquarters Service, Acquisition Directorate (WHS/AD), Department of Defense, 1225 South Clark Street, Arlington, VA 22202, intends to award one firm fixed price contract for this requirement. Period of performance will be for one 12-month base year and three 12-month option periods. The period of performance will begin NLT June 30, 2014. ONLY e-mailed quotes will be accepted. All responsible sources interested in responding to this RFQ must respond no later than 2:00 PM EDT, May 30, 2014. No phone communication will be accepted.
