Description
NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR RESEARCH, COMMITTEE FACILITATION AND PARTICIPATION AND RESEARCH MANUCSCRIPT AUTHORING AND EDITING. The NAICS Code is 541990. The small business size standard is $14M. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: The Contractor will provide expert consultation to VA Healthcare System Research and Development (HSR&D) Center of Innovation (COIN) investigators on the project entitled "Evaluating Collaborative Care Using a Stepped Design and National Electronic Data" (Stepped Wedge: Principal Investigator Melissa M. Farmer, PhD) in four tasks. The Contractor will participate in the measures development work group including review of measure algorithms and coding for five depression quality of care measures and three depression screening measures. The Contractor will participate in meetings which will be held every two months (a minimum of six meetings over the course of this contract). The Contractor will serve as a non-VA Expert Panel/Advisory Board member for the entire project including participation in a minimum of four two-hour calls and a full day Expert Panel meeting. In addition, the Contractor will participate in the writing and editing of the Measure Construction Manual to be disseminated to national VA audiences. Finally, the Contractor will participate in the manuscript writing and editing on at least two manuscripts related to the findings of this research (one on depression measures over time and one on the Expert Panel Results). The Contractor will not make any management decisions or policy decisions for either the HSR&D COIN or the VA Greater Los Angeles Healthcare System. The Contractor's unique qualifications are as follows: Dr. Sherbourne's expertise, background, and current activities uniquely qualify her to provide the specific services needed for this project. The task outlined in this request, requires a senior consultant who is nationally recognized for having expertise in health status measurement with specific experience in developing population-based depression quality measures. Dr. Sherbourne specializes in health outcome measurement for both adults and children with a focus on mental health issues. She was one of the developers of the 20 and 36-item short form health surveys (SF-20 and SF-36), which were constructed for use in surveying general health in clinical practice and research, health policy evaluations, and in general population surveys. She has been the primary sociologist working on health status measurement, satisfaction, and the analyses of life stress, social and role functioning, social support, and mental health status, for several of RAND's large-scale health policy evaluations, including the RAND Health Insurance Experiment (HIE), the Medical Outcomes Study (MOS), the AHRQ-funded Partners in Care (PIC),the Quality Improvement for Depression (QID) studies, Health Care for Communities (HCC); the HIV Costs and Service Utilization Study (HCSUS) and the Collaborative Care for Anxiety and Panic (CCAP) study. A Co-PI for Partners in Care, she was responsible for analyzing the effects of the PIC interventions on clinical, social, and quality of life outcomes. She just completed work with a collaborative multi-site group of investigators who designed, implemented, and evaluated an intervention (CALM) based on the collaborative care model to improve quality of care for anxiety disorders in primary care. She also served as PI of a project called "Social and Psychological Factors in Health and Functioning," one of five subprojects in RAND's program project on Social and Economic Functioning in Older Populations, funded by the National Institute on Aging beginning in 1992; and PI of a Pepper Center project exploring age differences in preferences for health states. Dr. Sherbourne is Co-PI of the Operations Core of the UCLA/RAND NIMH-Center for Research on Quality in Managed Care; RAND PI of an NIMH-funded collaborative effectiveness study designed to improve care for persons with anxiety disorders; and CO-PI of a National Mental Health Evaluation Program designed to assess mental health disorders and unmet need in the Singaporean population. Dr. Sherbourne served on the National Institute of Medicine (IOM) Committee to Develop an Agenda for Health Outcomes Research for Elderly People (Feasley, 1996) and as a Technical Advisory committee member for NCQA's Behavioral Health Measurement Advisory Panel from March-August 2002. She participated in an SAMHSA expert panel meeting September 2009 to help define the adult mental health treatment gap within the National Survey on Drug Use and Health, and served on a workshop "Closing the Gaps: Reducing Disparities in Mental Health Treatment through Engagement" sponsored by NIMH September 12-13, 2011, Bethesda, MD. Dr. Sherbourne also has specific experience developing population-based depression quality measures with similar programming logic to the measures proposed in this project. One of the reviewer critiques of our grant was that we needed to have a non-VA measurement expert on our project. Contracting with Dr. Sherbourne as a non-VA measurement expert, will ensure that our measures will be reliable, valid and useful to a national population and to provide a unique perspective on disseminating the results beyond VA audiences (and thus also satisfy the grant reviewer's concern which must be addressed to receive the grant). Dr. Sherbourne has unique historical experience with the model we are evaluating, as well as the measurement expertise which makes her the only person suitable for this contract. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work by 3:00PM PST on May 6, 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
