Description
The Peace Corps has a requirement for logistical support for procuring, assembling, configuring, shipping and tracking hardware and software components for its global refresh program (Reference FBO Pre-Solicitation Notice PC-14-R-002). This support was previously provided by International Procurement Agency (IPA), 4322 Avondale Street N.W., Canton, Ohio 44708. The Peace Corps is currently working on the follow-on contract which is expected to be awarded through full and open competition. In the interim between the expiration of Peace Corps’ global refresh contract and the award of a follow-on contract, Peace Corps intends to solicit its immediate requirement from IPA on a sole source basis. This effort will be procured, without full and open competition, from the only qualified source capable of performing the work without unacceptable delays. Specifically, the anticipated Firm Fixed Price (FFP) contract will be limited to procuring, packaging, staging, shipping and delivering a total of 44 Main Office Racks (MORs) to Peace Corps’ locations in the Europe, Mediterranean and Asian (EMA) and Africa (AF) regions. MORs include: 1) Hewlett Packard (HP) servers installed within server racks; 2) storage devices (to include HP network storage devices, tape drives, and disk storage devices); 3) APC uninterruptible power sources (UPS) and racks; 4) Belkin keyboard, video and mouse (KVM) consoles; 5) AlienVault security sensor appliance devices; 6) Cisco and SMARTNET switches; 7) Cisco telecommunications hardware and software; 8) NetGear firewalls and switches; and 9) other miscellaneous IT equipment. The period of performance of the contemplated contract will be from the date of award of the bridge contract until the award of the follow on competitive contract, which is not expected to exceed eight (8) months. The Peace Corps anticipates releasing the Solicitation for the follow-on Global Refresh Program Contract by the end of the fourth quarter of GFY 2014. The contract will be awarded pursuant to 10 U.S.C.2304(c)(1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice (15 May 2014) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable source is IPA.
