The Government invites your company to submit a proposal in response to the subject RFP. The purpose of this procurement is to acquire mission equipment used by Battlefield Airmen. The procurement will procure an Operational Control System (OCS), which will provide a small, lightweight, portable, rugged, and configurable body-worn tactical computing system to the operator conducting Command and Control (C2) activities and joint coordination. The OCS includes a computer, a power and data manager, and the cabling required to integrate all BAO Kit components with approved plate carriers and backpacks as specified in the OCS System Requirements Document (SRD). The OCS computer will host the BAO Kit software suite that determines target location and other battlefield information, and enters that data into tactical networks. The OCS will be employed across the spectrum of operations for Battlefield Airmen. The contracting activity conducting the OCS source selection is AFLCMC/WISK, Wright-Patterson AFB, OH. The initial contract award will be a Basic Indefinite Delivery Indefinite Quantity contract with the first delivery order of twenty two (22) OCS units for test. After delivery, these units will be operationally tested and evaluated as a part the entire BAO Kit, prior to issuance of further delivery orders. Upon successful operational test, the program office may decide to purchase further assets on a buy-to-budget basis. The Government may also procure OCS Attrition Assets. The contract type will be Firm-Fixed Price (FFP) for all Contract Line Item Numbers (CLINs) 0001-0005 and have a pricing matrix from FY14 to FY18, which will be used for pricing additional delivery orders. 2. You are hereby notified that all amendments to this RFP, along with any notices pertaining to this RFP, will be provided via electronic means only. All amendments and notices will be posted on the Federal Business Opportunities website (FedBizOpps) at www.fbo.gov. It is your responsibility to access the information. No paper copies will be distributed. 3. Your proposal must be received by the Government at the address contained in Section L, paragraph 2.4., not later than 4:00PM Wright Patterson AFB OH local time, on 2 June 2014 for all volumes. These mandatory response times are located on the "Solicitation, Offer and Award," cover page, Block 8. 4. In accordance with FAR 15.201(f), and to ensure a fair competition and to maintain integrity in the RFP process, all questions and/or correspondence shall be in writing to the undersigned as the sole point of contact. No verbal or written communication with any Government personnel or activity other than the Contracting Officer is permitted. All contacts or briefings concerning the program by industry are no longer allowed outside of the formal source selection process. Address your correspondence to the attention of the Contracting Officer and Contract Negotiator address below or in Section L, paragraph 2.1.1. 5. Offerors are requested to use the posted "OCS Offeror RFP Question Format" in submitting questions in writing to the Government.
