OTA Sources Sought Notice Amended 2 This sources sought announcement is issued solely for informational, planning purposes and market research. The intent of this sources sought announcement is to gather data on any University or College that offers an Associate in Applied Science (AAS) degree with a major in Occupational Therapy Assistant (OTA) that can provide educational affiliation services to include enrollment services, academic record maintenance, and upon successful course completion issuance of an official transcript for all students completing the Medical Education and Training Campus (METC) Occupational Therapy Assistant (OTA) program at Joint Base San Antonio (JBSA) Fort Sam Houston, TX. BACKGROUND: The Accreditation Council for Occupational Therapy Education (ACOTE), the accrediting body for occupational therapy assistant educational institutions, changed its requirement for accreditation and now requires that all Occupational Therapy Assistant programs award a minimum of an Associate degree in order to remain accredited. METC, as an organization, IS NOT a post-secondary educational institution accredited by a regional or national accrediting agency recognized by the U.S. Department of Education thus CANNOT award higher education degrees, Associate, Bachelor, etc. Therefore, the METC OTA program needs an educational affiliation to maintain accreditation with ACOTE. This also makes graduates eligible to take the Certified Occupational Therapy Assistant (COTA) certification examination through the National Board for Certification in Occupational Therapy (NBCOT). The METC OTA program is 60 semester hours in length and is taught by qualified Government personnel under the supervision of the Program Director at METC, JBSA Fort Sam Houston, TX. The METC OTA program consists of two phases for Army students: Phase I - 18 weeks (Academic and Occupational Therapy Assistant Curriculum); Phase II - 16 weeks (Occupational Therapy Assistant Clinical Training) and Navy students are registered for 33 weeks (Academic and Occupational Therapy Assistant Curriculum and Occupational Therapy Assistant Clinical Training). The METC OTA program has an authorized training quota of 56 students (50 Army/6 Navy) per year divided amongst 3 classes; beginning in January, April and August, respectively. The anticipated enrollment is 16 students per session. The College/University must be a post-secondary educational institution accredited by a regional or national accrediting agency recognized by the U.S. Department of Education and be authorized to confer the AAS degree with a major in Occupational Therapy Assistant. The college or university must accept college work prerequisites credits obtained through College Level Examination Program (CLEP), Defense Activity for Non-Traditional Education Support (DANTES), military training credit on Army American Council on Education Registry Transcript System (AARTS), and Sailor/Marine American Council on Education Registry Transcript (SMART). The North American Industry Classification System (NAICS) code is 611210, Junior Colleges, and the small business size standards is $19.0 million. All interested and qualified parties are to provide a brief statement of capability outlining their ability to perform the requested services relative to this requirement. It is imperative that interested parties responding to this sources sought articulate their capabilities clearly and adequately.
