- Marine Arctic Ecosystem Study (MARES) Ecosystem Dynamics and Monitoring of the Beaufort Sea: An Integrated-Science Approach PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOl), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract that is being conducted in accordance with FAR Part 15. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administration. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity type of contract with a 60-month ordering period. Task orders are anticipated to be issued either on a firm-fixed-price, time-and-materials, or cost-plus-fixed-fee basis, subject to the availability of funds. The applicable NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. In conjunction with the National Oceanographic Partnership Program (NOPP), BOEM is soliciting research proposals meeting the goal and purpose of the Partnership Program outlined in Title II, subtitle E of Public Law 104-201 for the research study titled Marine Arctic Ecosystem Study (MARES) -Ecosystem Dynamics and Monitoring of the Beaufort Sea: An integrated-science approach. NOPP is a collaboration of federal agencies to provide leadership and coordination of national oceanographic research and education initiatives. The shared information needs of the NOPP science partners for this study result from increased National and international attention on climate change, energy development and related sustainability issues in the Arctic region. BOEM is working in collaboration with the National Oceanic and Atmospheric Administration (NOAA), the Office of Naval Research (ONR), the National Science Foundation (NSF), the United States Integrated Ocean Observing System (US IOOS), the US Coast Guard (USCG), the US Arctic Research Commission (USARC), the United States Geological Survey (USGS), the Marine Mammal Commission (MMC), and Shell Oil Company to advance the overall knowledge of the Arctic marine environment and its role as a driver of marine ecosystem functioning and change. Improved understanding through integration of physical, chemical, biological and social data (observed and modeled), spatiotemporal dimensions and management is at the core of this research initiative. The Marine Arctic Ecosystem Study (MARES) involves several core planning and research components: (1) conceptual framework and identification of desired outcomes, science priorities, and automated data collection strategies (e.g., gliders, moorings, animal-borne sensors); (2) field data collection, with emphasis on synoptic sampling of key geophysical attributes, to address identified priority information needs; (3) synthesis and integration of information regarding ocean conditions, biological productivity, and ecosystem feedbacks; (4) description of human interactions (subsistence) with the marine ecosystem using local and traditional ecological knowledge and western science; and (5) numerical modeling of biogeochemical processes to study marine ecosystem dynamics and possible change effects. Embedded in this rationale is the need to acquire high-resolution observations and high-resolution model data in order to address key questions on ecosystem dynamics and inter-system feedbacks. The US-Canadian border shall be used as the easternmost limit of the study domain. Team efforts are required among at least two of the following three sectors in accordance with NOPP policy: Academia; Industry (including Non-Governmental Organizations - NGOs); and Government (including State and Local). All responsible sources from academia and industry are encouraged to submit proposals under this announcement. Federal laboratories (such as Federally Funded Research & Development Centers, Department of Energy National Laboratories, Department of Defense, or other civilian agency laboratories) are not eligible to propose as the lead organization for this research study. However, teaming arrangements and partnerships between these laboratories and eligible principal potential offerors are allowed so long as they are permitted under the sponsoring agreement between the Government and the specific laboratory. Should a project team include a Federal entity, funds to that entity will be provided through a separate Interagency Agreement (IA). Any NOPP Member agency may fund research in response to the solicitation.
