Description

Please do not fill out the DD2354 to gain access. The Department of Defense Dependents Schools Europe (DoDDS-E) intends to issue a Request for Proposal (RFP)/Solicitation for the acquisition of services for the Student Transportation Security Services Program (STSSP) for Italy (training only), Spain (training only), Germany, Belgium, the Netherlands and United Kingdom. This is a re-solicitation of HE1280-13-R-0003 which was cancelled due to a change in requirements. This DoDDS-E acquisition will be an Indefinite Delivery Requirements type contract with task orders being issued on a Fixed Price basis. It is anticipated that the contract will be issued for the following periods of performance including options: Transition-In Period: M ay 1 - June 30, 2014 Base Period: July 1, 2014 - June 30, 2015 Option Period I: July 1, 2015 - June 30, 2016 Option Period II: July 1, 2016 - June 30, 2017 Option Period III: July 1, 2017 - June 30, 2018 Option Period IV: July 1, 2018 - April 30, 2019 FAR 52.217-8/2 month option period: May 1, 2019 - June 30, 2019 In support of its education mission, DoDDS-Europe operates transportation services for students attending DoD schools in eight host nations. DoDDS-Europe does not own vehicles used for student transportation, nor does it employ drivers or adult safety or security attendants. Student transportation is obtained by contracts with host nation commercial bus transportation companies. The inherent vulnerabilities of student transportation regarding the threat of terrorist and criminal exploitation make it imperative that DoDDS-Europe operate an active student transportation security services program that is (a) tailored to identification and assessment, containment and reduction of the risk to student security during daily transportation to and from school and home; and (b) that puts in place structure and procedures to respond to and manage en route security emergencies when they occur. It is the Government's intention to publicize a solicitation (with explicit access) for Sector I - Belgium and the Netherlands, Sector II - Germany, Sector III - Italy and Spain and Sector IV United Kingdom on FedBizOpps on/about 4 January 2014. To obtain access to the solicitation, once posted, companies must register and obtain a userid and password from www.fbo.gov. In addition, interested vendors must submit a Solicitation Restricted Access Request. This form must be completed and returned by those interested and eligible to submit proposals before access to the restricted documents will be granted. Please ensure the subject line of the e-mail reflects the correct solicitation number and "Solicitation Restricted Access Request IV Sectors." This acquisition will be conducted using Full and Open Competition Procedures. The North American Industry Classification System (NAICS) Code is 561612- Security Guards and Patrol Services and the applicable small business size standard is $19M. The Government intends to make a Best Value Source Selection Decision using the Tradeoff Process in accordance with FAR Part 15. The directions for proposal submission will be included in the solicitation. This will be an electronic solicitation release; no hard copies will be mailed.
