Description
The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) to provide the control and eradication of Target Phragmites Australis in the footprint of the Lateral West Wildfire, which burned 6,377 acres at Great Dismal Swamp NWR in August of 2011. Great Dismal Swamp NWR is located within the Northeast Region (Region 5 or R5). Region 5 encompasses the states of Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Pennsylvania, West Virginia, Maryland, Delaware and Virginia. This procurement action is being solicited as a (Full and Open Competition, Small Business Set-aside). The NAICS code is 115112, with a size standard of $7.0 million. This requirement is being procured in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The work under this contract consists of furnishing all necessary equipment, labor and materials necessary to accomplish the specified vegetative control and eradication. Contractor shall furnish necessary herbicide and surfactant. The contractor performing the spraying work must have on-board GPS (AgNav system). The contractor will be provided with spatial data (shapefiles) indicating the areas to be sprayed. The period of performance shall be the date of award through September 3, 2014. Insurance: The contractor will carry liability insurance that will cover the application of pesticides as defines in the specifications. This coverage will include as a minimum, drift, run-off, and pollution (sudden and accidental) for all contract operations. The amount of coverage this insurance will provide will not be less than $1,000,000 per incident. Solicitation package number F14PS00430 includes the Solicitation Forms (SF1449), Statement of Work and other attachments as required. Solicitation Form 1449, and all other documentation are due no later than May 21, 2014. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
