- Sandia National Laboratories has technologies that have the potential to decrease lifecycle costs related to small modular reactors (SMRs) in the areas of safety, safeguards, operations and security during the construction and operation phases. Sandia is conducting ongoing research and development into further upgrades in the area of nuclear material safeguards and performance of security systems with respect to a full spectrum of threats for small modular reactors. These improvements will help ensure compliance with regulatory requirements, thereby minimizing time loss and costs incurred in retrofitting and security personnel. Sandia's capabilities include traditional security analyses, application of RIMES (Risk Informed Management of Enterprise Security), response force modeling, cyber security, and supply chain security. These capabilities integrate safeguards, operations, safety, and security at the design level. Historically, these issues are considered late in the design phase of the plant, but integration of these key criteria in the conceptual design phase can substantially minimize construction and operating costs. Sandia's primary focus is in seeking a company or companies interested in partnering opportunities leading to improvements in operations and safety of new small modular nuclear reactors. Partnerships may take the form of Cooperative Research & Development Agreements (CRADA), or Work for Others (WFO) agreements. Sandia National Laboratories is planning a workshop, pertaining to this opportunity, for July 2014. Interested companies are preferred but not required to have experience and expertise in one or more of the following areas: •Nuclear system design, including: oPhysical security systems. oSafeguards methodologies. oSafety systems. oOperations. oCyber security. oEmergency planning. oNuclear power plant licensing. •Nuclear power plant construction. •Nuclear power plant operations. In addition, potential partners must have a significant interest in developing this technology since the CRADA or WFO is expected to include funds-in to Sandia from the partner.
