- This Request for Quotations (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-73. The National Park Service, San Juan Island National Historical Park (SAJH) has a requirement for some minor road improvement work within the park. The project entails adding gravel to resurface areas of two un-paved roads and two parking areas (delivery, level spreading and compaction of gravel to improve the road and parking lot surfaces), and also to provide road grading work to portions of another unpaved road at the park. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act., Wage Determination # WA140001, with latest posting on www.wdol.gov on 04/25/2014. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. The Government intends to make a Firm Fixed Price, Simplified Acquisition, Best Value Award to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. PROJECT LOCATION: San Juan Island National Historical Park Friday Harbor, WA 98250. Note that all project locations are within San Juan Island National Historical Park, contractors are advised that San Juan Island is accessed via the Washington State Ferry system and it is strongly recommended that interested quoters verify scheduled runs and costs before submitting a quote. This is a best value procurement set-aside for small business concerns, the NAICS code is 237310 and the small business size standard is $33.5M, average annual gross receipts for the past three years. All offerors must establish and/or maintain an active registration and complete the online representations and certifications in the System for Award Management (SAM) database prior to the RFQ closing date. If not registered in SAM, it may do so through the SAM website at https://www.sam.gov. The Government reserves the right to cancel this Request for Quotations.
