- RFP SPE4A614X0807, SC 1000024493. This solicitation is being issued under FAR 13.5 to establish an Indefinite Delivery Purchase Order (IDPO) for NSN 5970-00-814-9606. RFQ is for contractor supply of NSN 5970-00-814-9606, TAPE,INSULATION, ELECTRICAL in accordance with SPEC NR MIL-I-19166C(1) NOT 1. QPL applies. NAICS for FSC 5970 is 335999, SB size is 500 employees. This NSN is commercial-of-a-type. Solicitation will be for a proposed IDPO, to include a term of base year of 12 months and 4 option years for a total of 5 years. This item is being procured under "other than full and open competition procedures" under 10 USC 1304(c)(1), Unrestricted Procurement. The Buy American Act applies to this procurement. IDPO will cover DLA-Direct delivery orders. The requested terms are FOB Origin, Government Arranged Transportation for all delivery orders. Inspection/Acceptance will be at Destination for all delivery orders. Delivery of 60 days is requested on all delivery orders. Stock delivery locations will be to any facility in the Continental United States as cited on each delivery order per the DSCR Form P-41. Packaging requirements will be stated in the item description in the solicitation. Quantity variance is plus or minus 0%. Pricing will be evaluated on the Estimated Annual Demand (EAD), which is 2,016 rolls (RO). Each RO is 36 yards (YD). The Guaranteed Minimum Quantity (base period only) is 504 RO. Minimum quantity per deliver order is 504 RO, maximum quantity per delivery order is $2,016 RO. Maximum contract quantity is 110% of the aggregate extended dollar value of the estimated value for the base period. This calculation will also apply to each option period. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. This solicitation includes provision 52.215-9023, Reverse Auction.
