Description
The Technical Services Branch (TSB) at the Uniformed Services University of the Health Sciences (USU) and the Armed Forces Radiobiology Research Institute (AFRRI) located on the Naval Support Activity in Bethesda, MD has a requirement for preventive maintenance and service on three (3) HANABI Metaphase Systems: HANABI-PII Metaphase Harvester (PII-0005); HANABI Metaphase Spreader (HNB-0029); and HANABI-P3 Metaphase Harvester (P3-0005). The Uniformed Services University of the Health Sciences is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. This service will be procured in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with : FAR 13.106-1 Soliciting competition. (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). These metaphase harvesters are designed to automate cytogenetics to increase productivity and throughput in the laboratory setting. Cytogenetics is a field of genetics concerned with the chromosomal makeup of an individual by using karyotypes. ADSTEC Corporation is the manufacturer of the HANABI-PII Metaphase Harvester, HANABI Metaphase Spreader, and HANABI-P3 Metaphase Harvester Systems. The manufacturer is the only company that has the specialized and technical knowledge as well as necessary tools, manpower, and repair parts to maintain these pieces of equipment in an operable state. ADSTEC will provide unlimited emergency (remedial) repairs on an as-needed basis on the HANABI systems identified above, to include preventive maintenance inspection(s) during the period of performance. ADSTEC shall provide all labor, parts, materials, tools, transportation and management necessary to maintain and repair the HANABI systems on an as-needed basis in strict accordance with OEM service specifications. ADSTEC shall provide technical support, application support, and operational assistance to Government personnel on an as-needed basis via telephone and on-site assistance. It is in the Government's best interests to issue an award to ADSTEC Corporation for preventive maintenance and service on the HANABI systems. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
