- The U.S. Army Contracting Command - Aberdeen Proving Ground Belvoir Division intends to extend, on a basis of other than full and open competition, in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2), a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements, the ordering period for the Indefinite Delivery/Indefinite Quantity (ID/IQ) multiple award contracts (MAC) for Driver's Vision Enhancer Family of Systems (DVE-FOS) Combat Vehicles (CV), Tactical Wheeled Vehicles (TWVs), and associated equipment, cables, and spares. The DVE is an uncooled thermal imaging system developed for use while driving Combat Vehicles (CVs) and Tactical Wheeled Vehicles (TWVs). It allows for tactical vehicle movement in support of operational missions in all environmental conditions (day/night and all weather) and provides enhanced driving capability during limited visibility conditions. Delivery will be required starting no later than four (4) months after contract award. All systems and/or components are required to be compatible with the current US Army supply system inventory of spare parts. Respondents should assume that no Government Furnished Equipment (GFE) will be provided to incorporate into the Driver's Vision Enhancer (DVE) systems. The Government does not own the Technical Data Package (TDP). The extension will allow for ordering for an additional twenty-four month period for a total ceiling of $81M which is within the original MAC ordering ceiling. The contracts include contract number W15P7T-09-D-M402 with DRS Systems, Inc., 5 Sylvan Way Ste 305, Parsippany, NJ 07054, and W15P7T-09-D-M403 with BAE Systems Information and Electronic Systems Integration, 6500 Tracor Lane Austin, TX 78725-2151. The notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. The anticipated date of award to extend on a sole source basis is 16 May 2014. The ordering period of performance for both MACs is being extended from 21 May 2014 to 21 May 2016. All responders must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004. In addition, all Offerors must complete the Certifications and Representations as set forth in FAR 52.212-3.
