NOTICE CONCERNING MODIFICATIONS TO ALL CONTRACTS AWARDED UNDER THIS SOLICITATION: GSA WILL ONLY ACCEPT MODIFICATION REQUESTS SUBMITTED ELECTRONICALLY AS EMODS (http://eoffer.gsa.gov). Notice is hereby provided that the Standing Solicitation for Multiple Award Schedule 871 Professional Engineering Services (PES) has been refreshed. This new solicitation number TFTP-MC-990871-B, Refresh #20 will replace solicitation number TFTP-MC-990871-B, Refresh #19, posted on June 7, 2013 and includes updated clauses and provisions. Notice: The GSA Multiple Award Schedule (MAS) program has experienced a significant increase in new offers. Due to the large number of new offers currently in process, it may take up to 12 months or longer before your offer is evaluated. Historically, GSA's practice was to evaluate offers in the order in which they are received. GSA now processes offers in the manner that is determined to be most effective, considering strategic or tactical priorities, customer requirements, available personnel resources, complexity and/or quality of the offers received, and other factors of relevance to the MAS program. Prospective offerors are advised to read the "Read Me First" letter that accompanies the solicitation, to complete the Readiness Assessment and Oathways to Success Training, and to read the solicitation in its entirity prior to preparing and offer, in order to make a well informed business decision as to whether pursrsuing an MAS contract is the best use of your organizations time and resources. Offerors are responsible for payment to Open Ratings, Inc. for past performance evaluation prior to submission of an offer. The Special Item Numbers (SINs) in the solicitation include: 871-1 Strategic Planning for Technology Programs Activities 871-2 Concept Development and Requirements Analysis 871-3 System Design, Engineering, and Integration 871-4 Test and Evaluation 871-5 Integrated Logistics Support 871-6 Acquisition and Life Cycle Management 871-7 Construction Management and Engineering Consulting Services Relating to Real Property 871-8 Ancillary Supplies and/or Services Four NAICS Codes are listed under this solicitation: 541330 Engineering Services, 541711 Research and Development in Biotechnology, 541712 Research and Development in the Physical Engineering, and Life Sciences except Biotechnology, and 236220 Construction Management. Note this acquisition is NOT appropriate for professional engineering services as described in FAR 36.6 or environmental engineering services. This solicitation is open continuously with no closing date. The resultant contracts are awarded as Indefinite Delivery, Indefinite Quantity; Fixed Price with Economic Price Adjustment. Contract periods commence on the Date of Award through a 5-year base period with three 5-year option periods. The resultant contracts provide a streamlined acquisition approach for federal agencies to obtain professional engineering services. GSA is only issuing this solicitation/request for proposal through the FedBizOpps internet site, GSA will not provide paper copies of this solicitation.
