Description
GSA Region 10 Sources Sought Notice for Physical Access Control System (PACS) to HSPD-12/FIPS 201 General Services Administration Region 10 is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Physical Access Control System (PACS) to HSPD-12/FIPS201 at the Anchorage Federal Buildi ng (new) and Fairbanks Federal Building in Alaska. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 Construction. Below is a brief description of the anticipated solicitation. The U.S. General Services Administration (GSA) is responsible for HSPD-12 compliant PACS within GSA occupied space. As a landlord to other federal agencies, GSA is also responsible for replacement of existing legacy perimeter PACS with HSPD-12 compliant PACS in coordination with the Department of Homeland Security Federal Protective Service (DHS/FPS) and the Facility Security Committees (FSCs). As such, GSA and the Public Buildings Service (PBS) intends to procure and install Physical Access Control Systems (PACS) to comply with directives and mandates including Homeland Security Presidential Directive 12 (HSPD-12), Federal Information Processing Standard (FIPS) 201-2, Federal Information Security Act (FISMA), as well as any other applicable standards. GSA PBS R10 uses a Brivo Aparato Appliance (Server) located in Auburn Washington GSA HQ Facility (Bldg Number: WA0811) using a " Code Bench" software that supports multiple regional buildings (AK, OR, WA, ID). GSA R10 will have the ability to transition to a government cloud computing infrastructure. PACS installation must integrate with the current Brivo system and utilize ACS Onsite applications and software. GSA is seeking an industry proven commercial off the shelf (COTS) strategy that guarantees the two facilities being added to our system will be fully integrated with our current R10 system. The PACS installed at both facilities will provide a flexible, extensible, scalable, cost-effective and energy efficient framework that will integrate with R10 GSA PACS plan. R10 GSA has requirements that include the following for installing PACS systems: Contractor is responsible for acquiring and/or maintaining current certifications prior to the onset of the installation project and must have extensive knowledge and experience in installing, repairing, and/or integrating legacy/enterprise systems and their components. Certifications include but are not limited to HSPD-12, Brivo, Codebench, and any other system related certifications determined by GSA during the duration of the project. - Must have intimate knowledge of HSPD-12 and NIST/FIPS 201-2 and meet all outlined conditions of the GSA national SOW for access control projects. - Preferred experience includes single installations within government facilities greater than 150,000 square footage, integration of 20 readers per facility at an enterprise level, and with multiple facilities on a single-head appliance. - Contractor shall be an installation and service contractor regularly engaged in the sale, installation, maintenance and services of HSPD-12/FIPS201-2 web-based access control, video surveillance, intrusion detection and video management systems. - Contractor shall have experience with the installation, start-up and programming of physical access control systems of a similar size and complexity - Contractor shall specify if they are on the GSA schedule for services specific to HSPD-12/FIPS 201-2 compliant security systems prior to commencement of work. - Contractor shall provide training to end users on software applications, equipment usage, and basic onsite troubleshooting. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Interested parties must submit a brief capability statement, no more than ten (10) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: 1) Organization name, DUNS number, CAGE code, address, POC email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort and ability to meet the requirement (description should address technical competencies and organizational experience relative to the key areas identified above with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements (3) Address if your firm has the following certifications HSPD-12, Brivo, Codebench and if capability is in-house or will be subcontracted out. (4) Discussion of any potentially significant organizational conflicts of interest. ; (5) Bonding Capability: The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
