Description
NASA provides standardized Emergency Escape Breathing Devices (EEBDs) in facilities supporting the International Space Station (ISS) Program in Moscow and Star City, Russia to be used in the event of fire. A portion of the EEBDs currently in use are approaching the end of their certification period and require replacement. The EEBD is a self-contained vacuum sealed unit that requires an annual inspection to ensure the vacuum packaging has not been compromised and that the unit is within its certification date. There are no user serviceable parts or adjustments associated with this model, which makes it a practical unit for storage and is easily donned in the event of fire. All standardized EEBDs currently in use at NASA facilities in Russia are manufactured by AVOX Systems Inc., which is a subsidiary of Zodiac Aerospace. Safety training provided to NASA personnel is based on a common EEBD model, which is used in all NASA Russian facilities. NASA personnel traveling to Moscow and Star City often visit multiple facilities in various locations. Therefore, it is incumbent on NASA to provide standardized EEBDs, which are the same make and model, in each of its facilities to ensure consistency within it safety training program. As stated earlier, all standardized EEBDs currently in use at NASA facilities in Russia are manufactured by AVOX Systems Inc. Therefore, Zodiac Aerospace is considered uniquely qualified to provide the support necessary to ensure NASA maintains consistency within its safety training program. NASA/JSC intends to contract with Zodiac Aerospace for up to 150 EEBDs on a sole source basis beginning in May 2014. Other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the contacts provided below. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 20, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
