- The U.S. Fleet Forces Command (USFF) has a requirement for Fleet Deployment Training Program Support (FDTPS) to provide highly specialized, comprehensive, integrated contractor analytical, training and technical services. The overall objective of this acquisition is to provide a contracted source with highly skilled personnel to support in all technical and non-technical elements of live training, modeling and simulation, and synthetic training, as well as constructive training, exercise development and execution across 16 programs on a worldwide basis. The follow-on re-compete procurement is currently being restructured to better suit the needs of the Fleet. This process will take more time than the current task order has available. Therefore this bridge contract must be put in place to continue services until the new contract can be awarded. The services have been deemed to be available only from one source since this requirement is a bridge contract for the continued provision of the existing services and there is not adequate time to issue a competitive procurement. These services are considered non-commercial in nature and require significant quantities of uniquely skilled and experienced personnel to fulfill the Fleet deployment training program support tasks. Further information on the competitive follow-on procurement will be forthcoming. The proposed acquisition will be a Cost Plus Fixed Fee (CPFF) type contract and will issued under and FAR Part 15 Contracting by Negotiation . The applicable NAICS code is 541519. The period of performance for the resulting contract will be for one (1) twelve-month base period and include FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 20 May 2014. The solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FLCN will not issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
