- Request For Information (RFI): Disposition of High Mobility Multipurpose Wheeled Vehicles (HMMWVs) This RFI is not a Request for Technical Proposal nor should it be construed as an obligation on the part of the Government. The Government will not reimburse for any costs associated with preparing or submitting a response to this request. DLA Disposition Services invites firms interested in purchasing as many as several thousand used High Mobility Multipurpose Wheeled Vehicles ( HMMWVs) located at various military installations in the United States over the next two years to submit disposal concepts. Because these vehicles do not meet Federal/State standards for operation on public highways, they are currently destroyed and recycled to preclude unauthorized reconstruction and operation. Some of these vehicles (manufactured after 1990) may not meet State/Federal standards for automotive emissions and may require engine modifications. The purpose of this RFI is to obtain ideas and concepts about how best to dispose of these vehicles in a manner that maximizes the best value to the government and taxpayer. This is a request for information that will be used for planning purposes only and should not be construed as a commitment by the Government. The Government will not pay for or reimburse interested parties for information. Responses to this request should NOT include any proprietary information. DLA Disposition Services will NOT provide title/certification to allow registration for use on U.S. highways in current configuration NOR will these vehicles be sold for private off-road use in the United States. Possible allowable uses are: •1. Conversion to comply with Federal Motor Vehicle Safety Standards (FMVSS) for use on public roads and resale to the public. Title and certification for FMVSS compliance for resale would be the responsibility of the buyer and no assistance will be provided by Disposition Services. Conversion may also require removal and destruction of certain military-specific (i.e. weapons mounts, ballistic glass) vehicle components as directed by the Government, as well as modifications necessary to meet State/Federal standards for automotive emissions. •2. Export in compliance with applicable laws and implementing regulations including, but not limited to the Department of State; International Traffic in Arms Regulations (ITAR), the Department of Commerce; Export Administration Regulations (EAR) and the Department of the Treasury; Office of Foreign Assets (OFAC). •3. Other legal uses proposed by interested parties that do not conflict with the information provided above will be considered. DLA Disposition Services will reserve the right to inspect/audit the recipient's facility/facilities where the property is located and verify completion of conversion. Interested parties are encouraged to submit concept of operations that include proposed use of vehicles, number of vehicles proposed for purchase, and technical and financial qualifications of interested parties to execute the proposed plan. The U.S. Government WILL NOT expend funds to transport or convert these vehicles, but may consider various types of sales transactions, including proceeds sharing models. The concept of operation for the disposal of the vehicles should include how you will address: •· Receiving and Transporting Vehicles •· Storing Vehicles •· Physical Security of the Storage Location •· Specific Accomplishment of conversion •· Proposed Use of Vehicles •· Maintaining Records/Tracking Information Your proposed contract type, terms and conditions (including length of contract), the feasibility of the requirement (including performance requirements), and data requirements should also be incorporated. Include any other concerns or questions relevant to this concept. DLA Disposition Services may use all, some, or none of the concepts offered in any response to this RFI when determining to proceed with this concept or any other concept offered for competition. This is a Request for Information only to assess the economics and feasibility of this effort. No final decision has been made to proceed.
