- The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue an Invitation for Bid (IFB) for a certified asbestos contractor for replacement of control and power cables located within a hydroelectric powerhouse and a 161kilovolt (kV) electrical switchyard. The principal components of the work situated at the Little Rock, Arkansas District Corps of Engineers? (COE) Beaver Dam Powerhouse and Switchyard located in north-western Arkansas near Eureka Springs, Arkansas include the following: 1) Remove and replace existing control and power cables to all 161kV switchyard equipment as shown on the drawings and in accordance with these specifications; 2) Modify conduit and end fittings for the three (3) 161kV circuit breakers as shown on the drawings and in accordance with these specifications; and 3) Dispose of all the removed control and power cables and conduit as shown on the drawings and in accordance with these specifications. The contr actor shall provide all the materials and hardware required to complete the project. This is a Small Business Set-Aside acquisition. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $33.5 million. The magnitude of this project is estimated to be between $250,000 and $500,000 and the estimated project completion date is 65 days after award. Small Business is encouraged to participate in this solicitation. Contractor registration in the Government?s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about May 19, 2014, with bids being due on or about June 19, 2014. Once issued, solicitation documents will be available electronically for download at https://www.f edconnect.net. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
