- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.” Background: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) seeks capability statements from interested and qualified potential sources for a follow-on contract to determine if children conceived by infertility treatments have increased cardio-metabolic risk compared to children conceived without treatment by continuing their follow-up through 6 to 8 years of age in the established cohort. Additional components include determining differences in adrenarche and other indicators of health and development (such as cognitive development). The results of this study will provide evidence of whether infertility treatment is associated with adverse health outcomes, particularly, cardio-metabolic risk factors such as elevated blood pressure that has been inconsistently observed in a few studies from outside the US. This information will help direct future research into types of infertility treatment and offer greater understanding of the developmental origins of these conditions along with providing information that may impact current guidelines on surveillance of such risk factors in children. The offeror will re-recruit participants from the original Upstate KIDS Cohort: approximately 1100 children (singletons or twins) conceived by infertility treatment and 2100 children conceived naturally. A subgroup of children will undergo 900 one time ( and 100 repeated) in-home or clinical examinations of blood pressure, lipid testing and adiposity. The first children to be recruited into the original study were born in late 2008 so that children will begin to turn 6 years old at the end of 2014. Follow up will consist of annual questionnaires to mothers/guardians. Each child will once again receive a child health journal for capturing physician measured data. Home/Clinic visits will be used to collect measured data by trained technicians at one point with repeated measure in a subgroup. Mailed specimen kits will be used to collect saliva close to 8 years. Responses: Capability statements in response to this announcement should be no longer than 15 pages inclusive of all material. Responses will be evaluated on the basis of experience, expertise, and capabilities in the areas cited in the above cited areas. The anticipated contract type will be a cost reimbursement a base year of one year with four option years. The RFP is anticipated to be posted on or about May 15, 2012 on FedBizOpps (FBO) website: http://www.fedbizopps.gov. The government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Small Businesses that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to two (2) hard copies of their capability statement, addressing the areas above. Please limit responses to fifteen (15) pages or less. Any proprietary information should be so marked. Written capability statements should be received by the Contracting Officer by no later than 2:00 PM Eastern Time on May 13, 2014. Capability statements must identify the business status of the organization (i.e. educational institution, non-profit, large business, small business, 8 (a), or other corporate or non-corporate entity). NO COLLECT CALLS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as principal investigator and/or project officer: (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration, and a statement regarding industrial security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Information in the anticipated RFP supersedes any information in this pre-solicitation announcement. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) 541712 in the North American Industry Classification System (NAICS) and the size standard for such requirements is 500 employees.
