Description
NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs, VISN 7, intends to award a sole-source contract to GETINGE USA, INC., 1777 E Henrietta RD, Rochester, New York, 14623-3133 to provide all parts and labor to prepare the Sterile Processing Services (SPS) site located at the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, Georgia 30033. The Atlanta VA Medical Center has three new Getinge DD 733 61" sterilizers. The sterilizers were purchased from Getinge to replace the current sterilizers (One Getinge 51" 633 SD and Two Getinge 733 SD sterilizers) within SPS. Along with the purchase of the sterilizers, the Medical Center also purchased the removal and installation services. Refitting of the space within SPS is needed after the removal of existing units and prior to installing the new units. Awarding a sole source contract to Getinge to prepare the SPS site following the removal of the existing units will allow for a seamless transition to the installation of the new units. Many aspects of the necessary task require knowledge of the sterilizers, both new and old, and fitting requirements which Getinge is intimately familiar with. Additionally, the downtime required for full implementation will be significantly reduced. Attempting to coordinate between several contractors to perform the refitting task may result in additional cost to the government as well as an increase chance of extending the downtime needed for full implementation. SPS is a vital section within the Medical Center where among other things, medical equipment items are sterilized and prepared for patient use. The following is the work to be completed: INFECTION CONTROL 1.Make a ICRA plan to have approved by VA Decatur- 2.Plan on hard walls with taped seams, ceiling and floor. 3.Use HEPA blower with fresh air from interstitial and exhaust tied into existing duct in service area. 4.Plan on wall from door that was removed in area of 633 around corner of existing sterilizers to door going back into sterile storage and in clean storage area. 5.All debris to be removed in covered cart to dumpster supplied by vendor in area designated by VA. 6.Get routing for cart path from demo area to dumpster approved by VA. 7.Remove all debris as work is developing and broom clean each day. REMEDIAL WORK 1.Remove present utilities from existing equipment. (One - 633 Sterilizer, Two - 733 Sterilizers) 2.Remove sink on wall where present service door is located and re-install location to be determined by VA but to be in area of work. 3.Confirm what utilities are in wall behind where sink was located-cap off and remove. 4.Remove cabinets, electrical and med gas valves from wall behind present sterilizer service area. Confirm, (with VA - Med Gas Technician), if med gas valves are active and have VA shut off zone valves and determine if these valves are to be re-installed in a new location.) 5.Remove masonry walls, floor to ceiling: a)Remove Masonry wall facing Prep & Pack Department, (also called the Sterilizer Load Wall), where old sterilizers were located; b)Remove Masonry End Wall where Hand Sink and Access Door is located c)Remove Masonry wall and Stud & Sheetrock Wall, and Cabinets facing Sterile Storage Dept. 6.Remove ceilings as necessary. 7.Remove old tile flooring in work area. 8.Supply dumpster for debris. ELECTRICAL 1.Determine which Circuit Breaker Panels can be utilized the four Water Savers, Air Compressors, and Lights. Circuits to come out of panels ELP-CG-3-2 and ELP-CG-3 in room GC109B per designated VA personnel 2.Reroute electrical for sterilizers 3.Add circuits for four water savers (include existing standalone 733 SD) 4.Add circuits as required for new area 5.Add circuit for one new air compressor. 6.Add lights in service area. STEAM 1.Reroute line from underneath to new units. 2.Add traps and Condensate Return as needed. WATER AND DRAINS 1.Reroute water lines for water savers and sterilizers, and new location of Hand Sink, as needed. 2.Check existing drain locations for new footprints and re-locate if necessary.( one by vertical duct will need relocating) INSTALLATION 1.Supply and Install new Stainless Steel Wall, (floor to ceiling), facing Prep & Pack Department, (also called the Sterilizer Load Wall), with appropriate sterilizer Wall Openings. 2.Supply and Install new End Wall and new Access Door. 3.Supply and Install new Stainless Steel Wall, (floor to ceiling), facing Sterile Storage Department, (also called the Sterilizer Unload Wall), with appropriate sterilizer Wall Openings. 4.Construct stud & sheetrock wall above ceiling to interstitial cement floor above. 5.Install "drop ceiling" in space on Unload Side of Sterilizers to match up with existing ceiling in Sterile Storage area. 6.Install Hand Sink in new location within remediation area. 7.Install flooring and ceiling to match as closely as possible with local materials in remediated areas. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data to include all relevant work permits/certifications necessary to accomplish the task. Additionally, interested persons shall include relevant cost information. The information submitted shall be sufficient to determine capability in providing the same products/services to Joseph Leyte, Contract Specialist, at Joseph.Leyte@va.gov by May 15, 2014 at 12:00PM EDT. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement unless responses received dictate otherwise. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary.
