Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future design services procurement to acquire A-E services for: site investigation, topographic survey, engineering studies, schematic design (charrette), cost estimates, concept design, final design and construction phase services for the design of the SFO Central Utility Plant at MacDill Air Force Base, Florida. The procurement will be in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This project design will be an approximately 33,400 square-foot, two-story central utility plant and will consolidate the power and HVAC utilities for several facilities on the Headquarters Special Operations complex. Functional spaces/requirements in the new facility will include Uninterrupted Power System (UPS), UPS Battery Storage; backup power generators and associated switchgear and diesel fuel storage tank; chiller plant with associated cooling tower enclosure. Projected system capacities include a 1,500 chiller plant, 4,000,000 BTU/H boiler plant, 10 MW Tier III electrical power generation via diesel generators, and 4,400 kVA UPS with batteries sized for 15 minutes. Support facilities include: utilities (water, sewer, and gas), electric services, paving, walks, curbs, gutters, parking, fencing, storm drainage, communication and information systems, fire protection and alarm systems, and site improvements that include landscaping and paving. Asbestos Containing Materials (ACM) and Lead Based Paint (LBP) surveys/abatement, and demolition of existing facilities will also be required. Interested firms shall demonstrate their experience, knowledge and capabilities for performing similar type design projects. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 with a Small Business Size Standard of $14 million. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission. 3. Description of firm's capability to provide adequate and experienced personnel to execute the design and construction support services in support of this project. Disciplines required are as follows: (1) Two Project / Task Order Managers (2) Two Architects; (3) Two Civil Engineers (specifically Registered in the State of Florida); (4) Two Mechanical Engineers; (5) Two Electrical Engineers; (6) Two Structural Engineers; (7) Fire Protection Engineer (four years experience with all current nationally recognized codes such as National Fire Protection Agency (NFPA), with special emphasis on NFPA 101 Life Safety with at least two years experience in the design of sprinkler fire protection systems); (8) Communications Specialist(address numbering) (Registered Communications Distribution Design (RCDD)); (10) Geotechnical Engineer; (11) Environmental Engineer; (12) Corrosion Engineer (NACE Certified Corrosion Specialist, NACE Certified Cathodic Protection Specialist, or registered professional corrosion engineer) with a minimum of five years experience (type specific) in the design of cathodic protection systems; (13) Surveyor (specifically Registered in the State of Florida); (14) Landscape Architect; (15) Cost Estimators. The firm's cost engineering specialist(s) must be certified by a professional organization, such as AACE, ICEC, and PCEA. 4. Past performance/experience on design contracts of similar scope, describing no more than five (5) relevant contracts complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the design services to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL. ALL RESPONSES MUST BE MAILED to: U.S. Army Engineer District Mobile, Attn: CT-C/Mrs. Kimberly Brackett, P.O. Box 2288, Mobile, AL 36628. Submittals are due no later than, May 19, 2014. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
