- Description
- NASA/GSFC plans to issue an Invitation for Bids (IFB) for Water System Upgrades at Wallops Flight Facility, Walllops Island, Virginia. The scope of work for this project shall include but is not limited to: site work, water pipe demolition and construction; water treatment plant modifications; temporary water treatment plant set-up and operation; minor electrical construction and mechanical construction; and general construction. This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is $1,000,000 to $5,000,000. A Bid Guarantee, Performance Bond and Payment Bond will be required. The total completion time for this project is one hundred fifty (150) calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 237110 and $33.5M, respectively. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The anticipated release date of the IFB is on or about May 20, 2014 with an anticipated bid due date of on or about June 19, 2014. The firm date for receipt of bids will be stated in the IFB. The acquisition will be solicited inviting full and open competition. All responsible sources may submit a bid which shall be considered by the agency. Offerors can view and/or download the solicitation and any attachments via FedBizOps when it becomes available. No telephone requests or collect calls will be accepted. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are required to inspect the site where the work will be performed. (b) A mandatory organized site visit will be held. Time and location will be stated in the IFB. All potential bidders are required to attend. Failure to attend the site visit will render the bidder as non-responsive to the solicitation. No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
