Description
This notice supersedes all previous notices regarding the Hybrid Information Technology Services for State (HITSS II) acquisition. The Department has recently resumed planning for this acquisition and is providing this update to industry on the status of HITSS II. The acquisition strategy for HITSS II is to award multiple Blanket Purchase Agreements (BPAs) to GSA Schedule 70 holders, who are small and disadvantaged businesses. The BPAs will have a one-year base term with four one-year options. The acquisition will have two tracks. In Track 1 (T1), one BPA will be awarded to an SBA 8(a) contractor and in Track Two (T2), multiple awards will be made to other small and disadvantaged contractors using the order of priority below. The DOS Office of Small and Disadvantaged Business Utilization (OSDBU) periodically establishes priorities to focus attention on those categories most in need of support to achieve the Department's goal of 38% of all domestically performed prime contract dollars to small businesses. The following priority sequence will be followed for the HITSS II acquisition (T2): 1. HUBZone Small Businesses 2. Service Disabled Small Businesses 3. Woman-owned and Economically Disadvantaged Woman-owned Small Businesses 4. Other Small Businesses. The acquisition strategy includes the following schedule for the HITSS II acquisition for both tracks: PRESOLICITATION PHASE: Present-05/31/14 •Develop the acquisition strategy, evaluation strategy & acquisition plan INDUSTRY AWARENESS & DOWN-SELECT PHASE: 06/01/14-07/31/14 •Conduct industry awareness activities: o Advertising the solicitation o Building bidders lists o Conducting industry awareness conferences SOLICITATION & EVALUATION PHASE: 08/01/14-10/31/14 •Issue RFPs •Receive & conduct evaluation of offerors' proposals CONTRACT AWARD PHASE: 11/01/14-11/30/14 •Contract Awards •Contract Kick-Offs Note: this schedule is for planning purposes only and does not commit the Government to adhere to it. At this time, the HITSS acquisition strategy has not been finalized. All future notices related to this acquisition will be posted on the Federal Business Opportunity (FBO) site. Until the acquisition strategy is finalized and posted on FBO, please do not contact the Department regarding this solicitation as emails and phone calls will not be answered.
