- DESCRIPTION: The Blue Mountain Acquisition Area has a requirement for repair, maintenance, reconstruction and minor construction work on existing Government-owned buildings at various locations on the Umatilla, Malheur, and Wallowa-Whitman National Forests in the states of Idaho, Oregon, and Washington. Forest Service-owned buildings and facilities include but is not limited to offices, single family residences (government quarters), bunkhouses, guard stations, warehouses, lookout towers, storage facilities such as tree coolers, hazmat buildings, vehicle garages, barns, sheds and bays. Contractors should be generalists - not specialists - capable of performing all aspects of construction, service, and maintenance required on a variety of facilities. Project work consists of, but is not limited to, repair, maintenance, construction of roofs and trusses, floors including subfloors, joists, bearing walls; windows including panes, sills, sashes, and coverings; foundations, interior and/or exterior doors, painting or siding of interior and exterior surfaces; replacing carpeting and tiles and any work needed to bring a building or facility up to code, meet Heritage requirements, meet Architectural Barriers Act standards for accessibility; installation, repair, retrofit, and/or maintenance of security, fire alarm, and smoke alarm systems; and provide for health and safety of users and/or residents. Work may include building demolition and disposal, site preparation and maintenance work such as tree removal and brushing, site drainage, and site development, including the construction of foundations, aggregate pads, utility installations, repairs, and upgrades; sidewalks, walkways, parking areas, and driveways, building systems such as HVAC, electrical, plumbing, septic & water systems. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonable priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). This is anticipated to be a multiple award IDIQ for 5 years capped at $3,000,000. There are various construction, facility, and repair NAICS codes including ones for service to be used in the IDIQ. Solicitation may be posted on or before May 19, 2014.
