Description

DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, Contracting Office VISN 22, Network Contracting Activity, located at 4811 Airport Plaza Dr. Suite 600, Long Beach, Ca. 90822 proposes to enter into a firm fixed price contract on the basis of justification for Unusual and Compelling Urgency for the VA Long Beach Medical Center. 2.Nature and/or Description of the Action Being Processed: The VA Long Beach Facilities Management Service is requesting the service required to perform the following emergency repairs to the emergency generator that serves Building 5. Duthie Power Services, will remove all components that serve the automatic transfer switch components, run all the necessary conduit and wiring for the new automatic transfer switch and quick disconnect. Once all the components are connected and everything is ensured that the contracting company has meet all industry standards in order to request from the VA Healthcare Facility Engineering staff for testing. Once the testing has been completed Duthie Power Services, will provide the Engineering Department Electronics Shop personnel with the supporting documents of the test that was conducted and the results of all testing. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The VA Long Beach Medical Center needs the following emergency repairs done on the generator that serves Building 5. This generator serves Building 5 of the VA Healthcare Facility which houses majority of the boiler components which provides steam to the VA Healthcare Facility in order to have hot water, be able to control the temperature in the rooms for patients and staff, and also provides steam for the sterilizing equipment in order to clean all the utensils used on daily basis by the nursing staff. Without this generator in event of a power loss we will be vulnerable to not having emergency power to the building in order to have the boilers running to supply steam on a 24 hour basis. Duthie Power Services, will remove all components that serve the automatic transfer switch components, run all the necessary conduit and wiring for the new automatic transfer switch and quick disconnect. Once all the components are connected and everything is ensured that the contracting company has meet all industry standards in order to request from the VA Healthcare Facility Engineering staff for testing. Once the testing has been completed Duthie Power Services, will provide the Engineering Department Electronics Shop personnel with the supporting documents of the test that was conducted and the results of all testing. Then once approved, they will clean up all necessary areas of where the repairs occurred. 4.Statutory Authority Permitting Other than Full and Open Competition: ' ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; (x) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest Raymondi, Isaac 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above applicability of authority): Duthie Power Service is the only known company in the area that can do the automatic transfer switch job in an expeditious manner. Based on previous experience with this company our expectation is beyond what we are anticipating. The automatic transfer switch is necessary in order to keep the boiler plant online in event of a power loss due to the fact that it provides steam to the whole VA Healthcare Facility to have hot water, steam in order to keep the temperature of the rooms maintained for the patients/staff and to sterilize the medical equipment they use on a daily basis. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Marvel Water LLC is the current contractor who holds the maintenance and service agreement for the Reverse Osmosis Class II medical device. Although other potential sources are available, Marvel Water would be the most practicable to the government due to its current maintenance contract for this equipment. The urgency of this requirement clarifies that other potential sources are not practicable due to the extensive delay of competition. 7.Determination by the Contracting Officer that the Anticipated Cost to the Governmentwill be Fair and Reasonable: The anticipated price to the Government is $ 129,642.07. It has been determined that the anticipated cost to the Government will be fair and reasonable based upon the Independent Government Cost Estimate. 8. 9.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research indicates that due to the urgent need for this requirement, the most efficient and practicable source to employ would be Duthie Power Services. Market research revealed that Duthie Power Services is a Small Business. Additionally, it reveals other potential sources are available to carry out the service. However, soliciting from other sources creates a lengthy delay for award that is not practical for this acquisition. 10.Any Other Facts Supporting the Use of Other than Full and Open Competition: Marvel Water's is the current contractor for maintenance and service for the reverse osmosis systems. Awarding this service to another contractor may possibly void any prior work done by Marvel Water and can conflict with the current maintenance contract. 11.Listing of Sources that expressed, in writing, an interest in the acquisition: none 11.
