Description
UPDATE: 6 MAY 2014 It is anticipated that an amendment to this solicitation/announcement will be released on or before 7 May 2014 addressing questions posed to the solicitation and extending the solicitation response date. Please continue to check this announcement for the amendment. The Mission and Installation Contracting Command (MICC) Center - Fort Sam Houston, Texas, is soliciting proposals from contractors able to provide Army Stationing and Installation Plan (ASIP) Technical Support Services as described in the ASIP PWS, in support of the Office of the Assistant Chief of Staff for Installation Management (OACSIM). The ASIP provides the Army with a database of current and projected installation planning population for the Active component, US Army Reserves, and the Army National Guard. The ASIP consists of population data derived from official Department of Army (DA) sources, in addition to input from Army installations on supported tenants, Contractors, and transient population. ASIP provides population for each official Army base with details on each assigned unit for seven years; two budge years and five programming years. The ASIP provides consistent information for Army planners to determine facility requirements, BOS requirements, validation and justification of Military Construction Army (MCA) projects, and other installation resource planning and requirements. Quarterly updating of the ASIP source data ensures data is current, consistent and allows for tracking of Army force structure changes. Various tasks required for this requirement include but are not limited to: (1) ASIP Data Integration and Lock, (2) Annual Data Integration, (3) ASIP Website and Editing Functionality, (4) Maintenance of Year-Round Editing Capability, (5) Enhance/Modify ASIP to support HQDA Users, (6) Provide ASIP Support, (7) Provide technical input for ASIP Policy and Data Requests, (8) Provide hands-on training, (9) Establish and Maintain Force Management (FM) Installation Dashboard, and (10) Establish and Maintain ASIPS Data. The ASIP requirement will be solicited as a total small business set-aside. The North American Industrial Classification System (NACIS) code for this acquisition is 541512, Computer Systems Design Services with a small business size standard of $25.5 Million. A Firm-Fixed-Price contract will be awarded with an anticipated 8 month base period, two 12 month option periods and one 4 month option period. Anticipated base period of performance is 15 July 2014, with options ending 14 July 2017. Option periods will be exercised at the Government's discretion. Proposals received in response to this solicitation will be conducted utilizing FAR Part 12, quote mark Acquisition of Commercial Items, quote mark in conjunction with FAR 13.5, quote mark Test Program for Certain Commercial Items, quote mark and procedures delineated in FAR Part 15.3, quote mark Source Selection quote mark as authorized in FAR 12.203 and supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Army Federal Acquisition Regulation Supplement (AFARS). The solicitation is anticipated to be issued/posted on or about 23 April 2014 under solicitation number W9124J-14-R-0010 to the Federal Business Opportunities website. The solicitation's closing response date is anticipated to be 14 days from the date of issuance--subject to change at the Government's discretion. All contractors interested in this project must register at this site. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
