Description
This notice is for Project No. 623-10-104, Replace Induction Units in Building #1, at the Jack C. Montgomery VA Medical Center, Muskogee, OK 74401. This is a 100% Service Disabled Veterans Owned Small Business Se-Aside (SDVOSB). If your firm is not legally designated as a Service Disabled Veterans Owned Small Business, you are not eligible to bid on this project. The NAICS Code for this requirement is 236220 and the Small Business Size Standard is $33.5 million. The magnitude for this construction project is between $1,000,000 and $5,000,000. Consideration is limited to Service-Disabled Veteran-Owned Businesses. The solicitation will be issued using the Two-Step Sealed Bid Process per FAR Subpart 14.5. This notice is issued subject to the availability of funds and is not a request for proposal. The solicitation will be issued on the Federal Business Opportunities Website on or about May 23, 2014 with technical proposals due on or about June 22, 2014. Work includes general construction, alterations, mechanical and electrical work, selective removal of existing construction and certain other items in accordance with plans and specifications for Project 623-10-104 Replace Induction Units in Building #1 at Jack C. Montgomery VA Medical Center. In general, the scope includes all architectural, mechanical, electrical, plumbing, and fire protection work to complete the following: 1.Remove and replace or add HVAC terminal units in selected areas of Building 1 A&B wings 1st thru 5th floors. The HVAC terminal units on the west perimeter of Building 1 C Wing 1st and 2nd floors are a deduct alternate. 2.Remove and replace existing rooftop air handling unit and modify or replace ductwork and devices where specified to supply HVAC terminal units. 3.Replace pumps on tertiary chilled water loop and provide new VFD drives, replace valves in selected places and connect to new terminal units as called for in plans and specifications. 4.Install or replace steam and heating water piping to terminal units where specified. 5.Remove existing HVAC controls and provide and install new controls on new equipment and integrate to Niagara AX enterprise server 6.Replace room finishes to match existing where specified and provide new finishes where specified. 7.Retrofit selected exhaust fans in Building 1 A&B Wings with variable frequency drives. 8.Provide new motor control center and panel boards as specified. Tie electrical loads into panel boards where specified. 9.Provide new lighting fixtures where specified and reuse existing fixtures where specified. Refer to project plans and specifications for complete details on all work to be performed. Contract shall be completed within 270 calendar days following Notice to Proceed. Project completion time is based in part on replacing approximately five terminal units at a time per phasing in General Requirements Specification 010000 1.6.G. Contractor shall coordinate with VA to develop a detailed phasing plan to include contingency for alternative contract work to be performed if scheduled room(s) are unavailable.
