Solicitation for FA4417-14-R-0010 BASH Services at Hurlburt Field, FL This notice serves as the offical solicitation for FA4417-14-R-0010 BASH Services. Hurlburt Field AFB, FL, intends to make a single award for BASH (Bird Avoidance Strike Hazard) Services with a period of performance 30 September 2014 thru 29 September 2015; with four one year option periods. Work consists of, but is not limited to, providing all personnel, management, tools, supplies, labor and supervision necessary to perform BASH / Wildlife Management services IAW the Performance Work Statement (PWS). This acquisition is being offered for competition to eligible Small Business concerns. The North American Industry Classification System (NAICS) code for this project is 561710 with a size standard of $10M. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:(1) PRICE, (2) TECHNICAL and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2013) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012). This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov. NO paper copies of the solicitation will be furnished. There will be a site visit for this requirement at Hurlburt Field on 15 May 2014 at 9:00am (Central Time). If attending, prospective contractors must submit no more than two names per company to the Government POC by 13 May 2014. Please refer to the solicitation for base access requirements. All questions regarding this posting and the subsequent solicitation must be submitted in writing no later than 26 May 2014.
