- Sources Sought Notice: Simulation & Analysis Center (SAC) Modeling and Analytical Support This Sources Sought notice is not a request for competitive proposals and no solicitation package is currently available. However, firms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact by the below stated date (See Directions). Such documentation will be evaluated by the Washington Headquarters Services (WHS) / Acquisition Directorate (AD) solely for the purpose of determining the availability and potential technical capability of small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business to provide the describes services. Objective: Cost Assessment and Program Evaluation (CAPE) is responsible for performing capability, weapons system, force structure and readiness analyses in a joint, theater context to support the Defense Planning, Programming, Budgeting, and Execution System (PPBES). The efforts include modeling, analytical and operational support services for the Office of the Secretary of Defense (OSD), The expected outcome of this work would be creation of new simulation methods for the solution of new operational problems in new areas. Requirements of this task order include participation on an analytic team, responsibility for data collection, data processing, model development & execution, and output analysis for input to analytic reports. This effort will leverage prior OSD work and extend the analysis to include a third scenario region as well as expand the breadth of the research to include additional problems in new environments under differing conditions. Requirements: The capabilities required are designated below: •Creating new methodologies for the solution of new problems in new regions with different operational focuses from ongoing research. The development of these methodologies will involve participation on an analytic team, responsible for data collection, data processing, model development & execution, and output analysis for input to analytic reports. •Must possess an acceptable Science, Technology, Engineering, or Mathematics (STEM) degree. •Must hold and maintain a Top Secret clearance and must be able to obtain a Secret Compartmental Information (SCI) clearance as needed throughout the requirement •Must possess a minimum of 5 year of SLAMEM modeling experience or equivalent capability and a minimum of 10 years providing ISR analyses at the strategic and mission levels. SLAMEM is a powerful and versatile C4ISR entity level simulation. SLAMEM supports flexible ISR and information processing architectures, and component fidelity is driven by analysis requirements. It captures the important dynamics of time-critical operations against missiles and other types of mobile hard to find targets. •Experience providing Time Critical Target (TCT) mission-level Intelligence, Surveillance, and Reconnaissance (ISR) and strike weapons system analysis •Must have the ability to translate ISR system performance into operational impacts on operations in theater. •Must have the ability to formulate and present C4ISR issues as part of an analytic process. Tasks: The Contractor will perform the tasks listed below: •Adversary Techniques Research and Analysis: The contractor will assist in collecting technical data for a significant cross section of the threat technical capabilities, tactics, and procedures. Principally through theoretical analysis, promising techniques for attack and/or exploitation will be identified. •Trade Space Definition: Based on prior work and adversary research, the contractor will recommend an experimental design for analyses. •Develop New Scenario: The contractor shall translate the prior scenario to the new scenario region and update with new scenario specific data. •Operational Analyses: The operational analyses will focus on the second scenario region and target sets of interest and initiate a trade-space analysis using the SLAMEM simulation. Security: All tasks must be conducted in full compliance with DoD security regulations. During the period of performance, Contractor personnel shall have and maintain a Top Secret clearance and must be able to obtain a Secret Compartmental Information (SCI) clearance as needed throughout the requirement. Anticipated Period of Performance: Base Period - Contract Award thru 9 months Option Period One - Option Exercise thru 9 months Option Period Two - Option Exercise thru 9 months Directions: Firms responding to this Sources Sought notice should respond to all of the requirements above demonstrating capability. If subcontracting or teaming is anticipated in order to meet the requirement, the prime contractor must demonstrate the ability to deliver the technical capabilities and maintain adequate labor, management and financial control of the project.
