- The Government intends to solicit and negotiate on a sole source basis with North American CLS Inc., for the following requirement: The requirement is intended to provide ShipLoc Ship tracking and security alert system services for eighteen (18) NOAA vessels, for NOAA, Office of Marine and Aviation operations (OMAO), Operations Division, 439 West York Street, Norfolk, VA 23510. This requirement is compliant with International Maritime Organization (IMO) SOLAS XI-2-6 regulation. The Period of Performance for the base year is July 1, 2014 through June 30, 2015 with four (4) one (1) year option periods. Deliver to NOAA, Office of Marine and Aviation operations (OMAO), 439 West York Street, Norfolk, VA 23510. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c)(1). The FSC for this is R702 and the NAICS code is 518210 small business size standard is $30 million. The Government intends to award a Firm-Fixed-Price purchase order for this requirement. The OMAO uses ShipLoc Tracking and Security Alert System which provides tracking of all NOAA Ships displayed on a dedicated website with complete maritime maps. The system monitors the exact location of NOAA vessels anywhere in the world at any time and alerts the competent authority in case of an emergency. ShipLoc is the only Ship Security Alert System approved by the International Maritime Bureau (IMB) and is compliant with the IMO regulation SOLAS XI-2-6. The IMB Piracy Reporting Center provides a single point of contact for ship masters anywhere in the world who are under pirate or armed robbery attack. Information received by the IMB is shared in order to protect and reduce effects of piracy to crew, vessel, and cargo. ShipLoc is operated by CLS America. The vendor does not authorize resellers for this service. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 9:00 AM EST May 21, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
